Overview

Summary:

We are seeking an experienced Global Health Security Technical Advisor to provide specialized technical and professional support to strengthen outbreak detection, notification, and response capabilities among international public health partners. The Technical Advisor will support implementation of the 7-1-7 outbreak timeliness framework, emergency preparedness activities, technical assessments, and improvement planning in collaboration with the Centers for Disease Control and Prevention (CDC), National Public Health Institutes (NPHIs), Ministries of Health (MOHs), regional public health organizations, and other health security partners.

 

The ideal candidate will have strong experience in global public health, emergency preparedness and response, outbreak detection, technical assistance, training, facilitation, and performance improvement. This position requires an individual who can analyze complex public health information, identify operational bottlenecks, facilitate collaborative problem-solving, and translate findings into concise, actionable recommendations.

Responsibilities

Essential Job Functions:

 

Global Health Security & 7-1-7 Technical Assistance

  • Provide technical consultation and facilitation to NPHIs, MOHs, regional public health organizations, and health security partners on outbreak detection, notification, response, emergency preparedness, and implementation of the 7-1-7 framework.
  • Apply the 7-1-7 framework to assess timeliness from suspected outbreak emergence to detection, detection to notification, and notification to initiation of early response actions.
  • Review country-owned outbreak data and Government- or partner-provided information to identify performance trends, data-quality limitations, and opportunities to strengthen outbreak response systems.
  • Analyze outbreak timeliness findings and preparedness information to identify operational bottlenecks and systemic gaps in surveillance, detection, reporting, notification, coordination, and early response.
  • Facilitate structured prioritization of identified gaps based on public health significance, urgency, feasibility, and potential impact.
  • Develop actionable improvement plans that identify prioritized challenges, recommended corrective actions, responsible organizations, timeframes, progress indicators, and follow-up requirements.
  • Provide technical assistance to support implementation and monitoring of corrective actions resulting from 7-1-7 analyses, technical assessments, stakeholder consultations, Intra-Action Reviews (IARs), and After-Action Reviews (AARs).

Training, Coaching & Capacity Building

  • Train and coach MOH, NPHI, and partner technical staff on the application of 7-1-7 metrics.
  • Support partners in validating and interpreting outbreak milestone dates and identifying data-quality limitations.
  • Build partner capacity to summarize findings and use 7-1-7 results to strengthen outbreak preparedness and response.
  • Develop training materials, job aids, presentations, and other technical resources.
  • Facilitate learning sessions and provide ongoing technical coaching to international public health partners.

Workshop & Stakeholder Facilitation

  • Plan and facilitate in-person and virtual technical workshops, stakeholder meetings, working sessions, consultations, and technical assistance activities.
  • Develop agendas, briefing materials, facilitation guides, job aids, and other meeting resources.
  • Engage diverse domestic and international stakeholders and facilitate consensus-building around technical findings and improvement priorities.
  • Document decisions, recommendations, action items, risks, and follow-up requirements.
  • Support IARs and AARs, including preparation, stakeholder engagement, facilitation, documentation, analysis, recommendations, and summary reporting.

Coordination & Stakeholder Engagement

  • Coordinate closely with CDC subject matter experts, GPHSB leadership and technical leads, CDC country offices, and regional offices to plan and sequence technical assistance.
  • Align technical assistance activities with CDC priorities and ensure consistency, technical accuracy, and avoidance of duplication.
  • Establish and maintain effective working relationships with government officials, public health professionals, international partners, and organizations from diverse cultural and professional backgrounds.
  • Communicate professionally and effectively with domestic and international stakeholders.
  • Provide advisory and facilitative support without representing or implying authority to speak for or bind CDC or the U.S. Government.

Technical Documentation & Reporting

  • Develop clear, concise, technically accurate written products, including:
    • 7-1-7 analysis and review summaries
    • Technical assessment summaries
    • Gap analyses
    • Improvement plans
    • Training materials and job aids
    • Meeting agendas and minutes
    • IAR/AAR summaries
    • Briefing materials
    • Trip reports
    • Technical recommendations
  • Maintain an activity and action-item tracker documenting technical assistance activities, key decisions, responsible parties, due dates, risks, and follow-up actions.
  • Provide activity updates through monthly status reporting and as requested by the Contracting Officer's Representative (COR).
Qualifications

Necessary Skills and Knowledge:

  • Strong verbal and written communication skills.
  • Proficiency with Microsoft Office applications, including Excel, PowerPoint, Word, Outlook, and Teams.
  • Demonstrated ability to manage multiple priorities, deliverables, and stakeholders in a dynamic environment.
  • Strong organizational, facilitation, analytical, and administrative skills.
  • Ability to interact professionally and courteously with government officials, public health professionals, and customers around the world.
  • Demonstrated ability to analyze technical information and translate findings into practical recommendations and improvement plans.

Minimum Qualifications:

  • Bachelor’s degree in public health, global health, emergency management, epidemiology, health sciences, international development, or a related field; advanced degree preferred.
  • Minimum of 5 years of experience in global public health.
  • Minimum of 5 years of experience providing emergency management, preparedness, or response technical assistance, preferably involving outbreak detection and response.
  • Experience applying performance metrics, data, or other analytical frameworks to improve public health preparedness or outbreak detection and response.
  • Experience developing and delivering training, coaching, workshops, and technical assistance.
  • Experience working with government agencies, Ministries of Health, National Public Health Institutes, international organizations, or other public health partners.
  • Experience working effectively across diverse cultures and international environments.

Preferred Qualifications:

  • Experience implementing or evaluating the 7-1-7 outbreak timeliness framework.
  • Experience supporting global health security programs or international outbreak preparedness and response initiatives.
  • Experience conducting or supporting Intra-Action Reviews (IARs) and After-Action Reviews (AARs).
  • Experience with National Public Health Institutes and/or Ministries of Health.
  • Experience in surveillance, epidemiology, emergency management, outbreak investigation, or public health response.
  • Experience developing country-level or regional public health improvement plans.
  • Experience facilitating multidisciplinary and multinational stakeholder groups.
  • Master of Public Health (MPH), Master of Science (MS), or other relevant advanced degree.
