The Department of Homeless Services and Housing (HSH) is seeking qualified candidates to fill emergency Health Program Analyst II vacancies related to the homelessness crisis.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Health Program Analyst II.

Essential Job Functions

• Develops Tribal Government Relations initiatives and/or recommends modifications to existing homelessness, housing stabilization, supportive services, and Native community engagement initiatives based on needs assessments, service gaps, stakeholder input, and applicable County, State, federal, and Tribal requirements.
• Coordinates and facilitates collaborative efforts among Tribal Governments, Native-serving organizations, County departments, public agencies, nonprofit organizations, philanthropic entities, and community stakeholders to address the needs of Native peoples experiencing homelessness, providing leadership, technical assistance, advocacy, and coalition building to support shared program goals.
• Coordinates and participates in meetings, Tribal consultation sessions, workgroups, and community engagement activities with departmental leadership, Tribal Governments, public agencies, nonprofit organizations, and other stakeholders to discuss, analyze, and influence policies, programs, and initiatives affecting Native peoples and Tribal communities.
• Develops and implements Tribal engagement strategies, community action plans, and consultation processes to strengthen government-to-government relationships, improve equitable access to County homelessness resources, and support policy development and implementation.
• Researches and analyzes legislation, regulations, Tribal consultation requirements, public policies, best practices, grant opportunities, funding sources, and emerging trends affecting Tribal Government Relations, homeless services for Native peoples, and intergovernmental partnerships; prepares recommendations regarding strengthening intergovernmental relationships and outcomes for Tribal communities.
• Prepares position papers, policy analyses, executive briefings, recommendations, reports, correspondence, and presentations related to Tribal Government Relations and Native community engagement, and related homelessness initiatives, legislative proposals, and program operations.
• Works with departmental staff on the development and review of contracts, grant opportunities, and statements of work involving Tribal Governments, Native-serving organizations, and community partners, as applicable.
• Prepares and analyzes grant applications and funding proposals supporting homelessness prevention, homeless services, and housing stabilization that Tribal governments and Native-serving organizations may be eligible for and shares this information with relevant stakeholders.
• Attends and facilitates meetings with County leadership, Tribal Governments, Native-serving organizations, community-based organizations, public agencies, and other stakeholders to resolve issues, strengthen partnerships, advance policy initiatives, and promote collaboration supporting Native peoples experiencing homelessness.
• Prepares written reports evaluating program activities, Tribal engagement efforts, policy initiatives, partnership outcomes, and progress toward achieving departmental goals related to homelessness services and Tribal Government Relations.
• Initiates and participates in outreach, education, and awareness activities designed to strengthen partnerships with Tribal Governments and Native-serving organizations, promote equitable access to homelessness resources, and increase awareness of departmental programs and services through presentations, informational materials, reports, newsletters, and related communication tools.
• Leads cross-functional workgroups, coordinate the work of analysts or project teams, and provide technical guidance or mentorship to staff participating in Tribal Government Relations initiatives, community engagement activities involving Tribal Governments and Native-Serving organizations, and related program efforts, as required.

Requirements to Qualify

Option I: A Bachelor's Degree* from an accredited college or university in a discipline related to the core business function of the department -AND- four (4) years of experience in the analysis of mental health, public health, or homelessness programs**, two (2) years of which must have been at the level of Health Program Analyst I***.

A Master's Degree* from an accredited college or university in a discipline related to the core business function of the department may be substituted for one year of the required experience.

Option II: Six 6) years of experience performing assignments in mental health, public health, or homelessness program** analysis, two (2) years of which must have been at the level of Health Program Analyst I***.

**Experience in the analysis of a mental health, public health, or homelessness program is defined as the study and investigation of issues and problems of mental health, public health, or homelessness program development, implementation, administration, or evaluation and the formation of applicable solutions and recommendations.
***Experience at the level of Health Program Analyst I is defined as participating in the planning, implementation, administration, and evaluation of mental health, public health, or homelessness programs..

Desirable Qualifications

• Experience working for a public homelessness services agency, such as LAHSA, within the last 6 months.
• Experience working directly with Tribal governments or native-serving organizations.
• Experience coordinating strategic partnerships with Tribal governments, County departments, nonprofit organizations, and/or community stakeholders to advance homelessness response efforts, improve housing stability, and enhance outcomes for people experiencing homelessness.
