Overview

GovCIO is currently hiring for Health Products Technical Subject Matter Expertto to provide strategic technology and product leadership for complex, mission-critical initiatives supporting the VA HTMS contract. This role is a fully remote position within the United States with core hours of operation from Monday to Friday, 8 AM to 5 PM ET.

Responsibilities

Gathers information concerning the capabilities of Company products; investigates the technical capabilities of Company products and competing equipment and/or solutions; stays abreast of developments in hardware and software. Generates quantifiable requirements based on customer description, system planning and design, and ensures requirements comply through formal verification methods. Translates high level product development strategies into network and system requirement specifications and works with other engineering disciplines to develop lower level detailed implementation requirements. Establishes and coordinates development of standards, practices, and procedures as related to the network and system development. Designs interfaces and brings network and system elements together so they work as a whole. Assesses performance using evaluation criteria and technical performance measures. Customer liaison and support for business development activities and to understand and shape requirements.

  • Provide strategic technology and product leadership for complex, mission-critical initiatives in healthcare, research, data management, and interoperability.
  • Lead and coordinate cross-functional teams; drive alignment across product development, operations, and business stakeholders.
  • Develop and execute technology strategies, product roadmaps, architecture approaches, and implementation plans.
  • Analyze business requirements, operational workflows, technical environments, and organizational dependencies to identify opportunities, risks, constraints, and impacts to delivery.
  • Conduct enterprise-level workflow and business process assessments to uncover gaps, inefficiencies, integration challenges, and modernization opportunities.
  • Serve as operational manager for key applications, overseeing day-to-day operations and continuous improvement.
  • Champion structured change management; facilitate technical discussions and problem-solving sessions to resolve issues early.
Qualifications

Bachelor's degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline, with 15 years (or 10 additional years commensurate experience).

Required Skills and Experience

  • Enterprise technology leadership, product strategy, and architecture for complex systems
  • Systems interoperability and secure data exchange across organizations
  • Business process and workflow analysis; translating requirements into executable roadmaps
  • Change management and stakeholder engagement across technical and operational teams
  • Operational ownership of applications (day-to-day operations, incident triage, continuous improvement)

Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance

Preferred Skills and Experience

  • VA Health Product domain experience; initiatives such as NUMI and MVP
  • Cross-organizational coordination with partners (e.g., ORNL) for secure transfer of large datasets (AITC, ORNL)
  • Experience evaluating Large Language Models (LLMs) for clinical data extraction/synthesis and chart review support
  • Experience designing secure data exchange of phenotype data with regulatory agencies
  • Demonstrated ability to isolate root causes and resolve long-standing infrastructure communication issues across organizations
