The Opportunity

Our client is seeking a Head of Construction to oversee all construction operations across a diverse portfolio of federal projects, with additional exposure to select state, local, and private-sector work. This senior leadership role is responsible for strategy, execution, compliance, financial performance, and team leadership across multiple concurrent projects.

You'll partner closely with executive leadership to scale construction capabilities, strengthen operational discipline, and ensure projects are delivered safely, compliantly, on time, and on budget.

What You'll Do
Strategic Leadership
  • Set and execute construction strategies aligned with organizational growth goals and federal procurement standards.
  • Drive continuous improvement across project delivery, cost control, and operational efficiency.
  • Contribute to long-term planning, forecasting, and expansion across federal markets (e.g., DOD, VA, GSA, USACE, NAVFAC).
Project Oversight & Execution
  • Provide executive oversight for multiple federal construction projects nationwide.
  • Ensure compliance with FAR/DFARS, EM 385-1-1, OSHA, agency-specific requirements, and internal quality standards.
  • Oversee all phases of construction - from pre-construction through closeout.
Team & Resource Leadership
  • Build, mentor, and lead high-performing teams including project managers, superintendents, quality control professionals, and subcontractors.
  • Own workforce planning, staffing strategy, and resource deployment across projects.
  • Partner with HR and recruiting to forecast hiring needs and onboard qualified, clearance-ready talent.
  • Foster a culture of accountability, collaboration, safety, and excellence across job sites.
Financial & Risk Management
  • Approve budgets, schedules, and estimates; monitor profitability and cost performance.
  • Collaborate with finance and estimating teams on pricing, cost-to-complete, and change management.
  • Identify and mitigate financial and operational risks proactively.
Contract Management & Client Engagement
  • Interpret and enforce federal contract requirements, modifications, and change orders.
  • Serve as the escalation point for disputes, claims, or enforcement actions.
  • Build strong relationships with contracting officers, CORs, and agency stakeholders.
  • Ensure exceptional project delivery and strong CPARS outcomes.

What You Bring - Required Qualifications
  • Bachelor's degree in Construction Management, Civil Engineering, or related field.
  • 10+ years of construction management experience, including 5+ years in senior leadership.
  • Proven success managing federal construction contracts (IDIQ, MATOC, SATOC, MACC, design-build).
  • Deep knowledge of FAR/DFARS, EM 385-1-1, and federal quality and safety programs.

Preferred Qualifications
  • PMP, CCM, DBIA, or LEED AP certification.

  • Experience on military installations or classified projects.

  • Target Compensation: $145,000 - $170,000 (commensurate with experience)
