Under the direction of the Health Facility Compliance Director, this position performs complex managerial work as a Regional Director (RD) for Health Facility Compliance (HFC) in the Health Care Regulation (HCR) department of the Regulatory Services Division at the Texas Health and Human Services Commission (HHSC). This position administers daily operations and activities related to the regulation of licensed and certified health care facilities in Texas. Regulated facilities for this position include, but are not limited to, general and special hospitals, psychiatric hospitals, ambulatory surgical centers, end stage renal disease (dialysis) facilities, special care facilities, birthing and abortion facilities, freestanding emergency medical centers, rural health clinics, community mental health centers, and clinical laboratories (CLIA). The work involves collaborating in establishing program goals and objectives, developing guidelines, procedures, policies, rules, regulations, hiring staff, and training. The work entails the deployment of staff schedules, priorities, and standards for achieving established statewide goals related to federal and state survey and inspection/investigation activities of health care facilities. The work involves complex coordination and evaluation of state and federal workload targets for survey staff in the assigned regional office as well as coordination with the other regional offices across the state. Assists in planning, assigns, and monitors the work of the health facility compliance regional staff. Works under general supervision with latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
20% Supervises the completion of the work of the health facility compliance field staff in the assigned region. Monitors the state and federal activities of professional staff related to the regulation of the licensed and certified health care facilities in Texas. Oversees evaluating of the facility's plans of correction for acceptability, based on the CMS State Operations Manual (SOM) and established state standards. Reviews reports set for state or federal enforcement for final approval. Monitors the state and federal workload for timeliness and completion of regional assignments. Assists the Health Facility Compliance Director (HFCD) and Deputy Associate Commissioner in establishing statewide goals and objectives consistent with the federal Centers for Medicare and Medicaid Services Mission and Priority document and CLIA budget call letter that establish workload priorities for health facility compliance. Manages ongoing evaluation activities to determine workload completion of state or federal surveys of health facilities in coordination with other RDs.
10% Oversees the ARD and regional administrative staff work involving workload organization, data entry, and quality assurance. Routes supply orders as necessary for staff. Uses CAPPS to interview, select, and hire staff; approves staff time and leave; performs staff performance coaching and evaluations; recommends merits, administrative leave awards and disciplinary actions per department policy. Reviews and approves staff travel requests and travel vouchers.
20% The RD works collaboratively with the other RDs and the HFCD on developing and implementing methods for evaluating the program's (state, CMS, and CLIA) compliance activities across the state, including the region's quality assurance activities to be consistent with the CMS Texas State Performance Standards System (SPSS), CMS Texas State Agency Performance Review standards (CLIA SAPR), and activities related to workload completion and utilization of the state Regulatory Automated System (RAS/VERSA) and federal ASPEN (ACO/ACTS) databases. Oversees the ARD and regional administrative staff work involving workload organization, data entry, and quality assurance. Monitors and makes recommendations for the SPSS/SAPR reports, as well as implementation of the SPSS/SAPR plan of correction if needed. Ensures compliance with agency and departmental policies and procedures.
20% Provides technical assistance and education to stakeholders and works closely with CMS regional office, HCR licensing , enforcement,, legal, policy/pules/training, and other Health Facility Compliance managers regarding the daily and monthly planning, implementing, coordinating, monitoring, and evaluating of compliance activities across the state with state and federal CMS Medicare and CLIA guidelines, procedures, rules, and regulations.
10% Works collaboratively with the ARD on review and approval of enforcement referral packets for state and federal enforcement. Provides technical guidance to enforcement staff, including presenting complex cases to the Enforcement Review Committee for consideration. Responsible for monitoring recommendations for federal termination actions (Medicare and CLIA) to CMS as appropriate. This includes ensuring timely submission/follow up of enforcement recommendations as well as collaborating in briefings to senior level and executive management for federal and state enforcement actions.
10%. Oversees the orientation of new survey staff and coordinates with the ARD on the training plan/timeline of new surveyors, and any continuing training for existing staff. Responsible for determining if staff in training are ready to work independently. This position coordinates with the periodic monitoring/evaluation of onsite survey activity of survey staff.
5% Works collaboratively with the HFC Director, Deputy Associate Commissioner, Policy, Rules, and Training team to evaluate and implement legislation. Works as assigned on policy, rules, and training development as required for HFC.
5% Performs other duties as assigned. Ensures the safe operation of either a state-owned vehicle, rental, or personal vehicle as necessary to conduct state business and an acceptable driving record must be maintained in accordance with HHSC Fleet Management Policy. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or continuity of operations plan (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Registrations, Licensure Requirements or Certifications:
Driver's License
Initial Screening Criteria:
Bachelor's degree from an accredited college or university with a major in public administration, health care administration, hospital administration, business administration, education, psychology, social work, sociology, nursing, medicine, or a discipline related to developmental disabilities and/or gerontology, plus three (3) years of work experience in an administrative, management, and/or productivity improvement role in the operation of a large human services delivery agency.
Experience in a Texas state agency long term care regulatory program may be substituted on a year for year basis for the required education, with a maximum substitution of four years.
Minimum four years full time experience in program and personnel management and administration.
Minimum 2 years' experience in health facility regulation and/or health care administration in a program area regulated by HHSC Regulatory Services Division Long Term Care (nursing facilities, assisted living facilities, adult daycare facilities, ICF/IID facilities, home health and hospice agencies).

Must be willing to work hours other than 8-5 M-F. Must be able to travel as needed to full regional service area as needed for job responsibilities.
