The Department of Health Care Information Services intends to hire for one position at either the Project Manager classification, requisition #[redacted], or Senior Project Manager requisition #[redacted], based on the qualifications of the successful candidate.

The Senior Project Manager provides advanced project management leadership within the Project Management Office (PMO) for capital construction projects across Health Care Information Services (HCIS). Serving as the primary liaison between HCIS and Capital Management, this position independently manages and coordinates the entire technology scope for a portfolio of concurrent capital projects-ranging from office relocations and remodels, clinics, and laboratories to full inpatient unit renovations and major medical center construction. The role spans the full project lifecycle, including the design, construction, and activation phases.

The PMO delivers project management support for the University of Iowa Health Care community through the application of the Project Management Institute (PMI) global standard methodology, delivering projects within budget, on schedule, according to scope, and in a manner that best contributes to accomplishing the University of Iowa Health Care strategic plan. This position ensures that project goals and objectives are met within established time frames, budgetary, and hospital requirements-preparing project status reports, managing resources, conducting and facilitating project meetings, monitoring schedule progress, addressing constraints, and mitigating risks and challenges in a timely manner.

As the functional expert bridging HCIS and Capital Management, the Senior Project Manager translates business practice into systems and services and serves as the single point of contact for architects, engineers, contractors, and vendors on technology review and validation. The position develops and manages technology budgets across the capital project portfolio (exceeding $20M), monitors the configuration and integration of technology solutions to meet or exceed enterprise standards, and works with a range of stakeholders-including staff-level employees, department-level leadership, hospital administration, medical and clinical staff, division leadership, and technical and non-technical users-serving as a change agent for the organization while working effectively in a welcoming and respectful environment.

This position is eligible for hybrid work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Position Responsibilities:

Types of Projects: Independently manage and coordinate the technology scope for a portfolio of concurrent capital projects of varying size and complexity, including office relocations and remodels, clinics, laboratories, and full inpatient unit renovations. Lead a select number of large-scale, mission-critical capital construction projects while simultaneously coordinating the remaining small- to medium-sized projects across the portfolio.

• Project & Service Management: Plan, estimate, staff, organize, and manage multiple large-scale and/or interdependent projects and services across multiple functional areas that carry organization-wide implications. Apply PMI methodology, standard status reporting, templates, and tools to lead projects requiring considerable resources and high levels of functional integration.
• Functional Expertise & Liaison: Serve as the functional expert and single point of contact bridging HCIS and Capital Management, translating business practice into systems and services. Manage the procurement, implementation, and deployment of technology solutions for capital construction projects, and monitor system configuration and integration to meet or exceed enterprise standards, HCIS standards, and best practices.
• Budget Management: Develop and manage the technology budget for the full portfolio of concurrent capital projects (exceeding $20M). Collaborate with HCIS staff and Capital Management executive leadership to create technology budgets, monitor budgets during design, approve HCIS workflows, track actuals against budget monthly, and conduct budget variance analysis to ensure alignment with the overall capital construction portfolio.
• Relationship Management: Engage in strategic relationships and build consensus with architects, engineers, contractors, vendors, peers, and key customers to manage the technology scope of capital projects across the design, construction, and activation phases. Co-chair activation and transition committees and serve as the primary technical resource for construction management firms and design teams.
• Organizational Development & Communication: Create and maintain effective cross-functional communication processes between HCIS and Capital Management. Facilitate ad hoc meetings with HCIS and project stakeholders to validate technology scope, deliverables, and expectations; establish regular communication channels; and onboard and mentor project managers by sharing processes, technical concepts, and HCIS standards.
• Process Design & Analysis: Analyze, document, and recommend business process design to validate project scope and support accurate budget creation early in the project lifecycle. Develop and maintain processes and SharePoint repositories that enable timely resource assignment, document management, and coordination across UI Health Care departments.
• Schedule Management: Review and maintain capital project schedules throughout the design and construction phases, effectively communicating schedule issues and providing recommendations for corrective actions.
• Risk Management: Identify common and high-level risks, assumptions, and constraints using expertise and judgment; address them with contingency plans and options; and escalate and mitigate complex issues in a timely manner.

Qualifications

Education Requirements:

• Bachelor's degree or equivalent in a related field such as information technology, architecture, engineering, construction management, construction administration, or a combination of education and experience.
• PMI Project Management Professional Certification, is required.

Experience Requirements:

• Project management experience, typically 3-5 years implementing and managing multiple large-scale programs/projects, preferably including capital construction and/or technology integration.
• Demonstrated ability to work independently and manage a high volume of concurrent projects with a strong focus on customer service, utilizing established PMO program/project management methodology, processes, procedures, tools, and techniques.
• Experience developing and managing project and technology budgets, including budget tracking, variance analysis, and financial reporting.
• Proven ability to build and maintain effective relationships and consensus with architects, engineers, contractors, vendors, and internal stakeholders.
• Ability to lead process improvement activities, make enhancement recommendations, and implement workflow and business process changes.
• Ability to communicate effectively, both verbally and in writing, with all levels of management, technical and non-technical users, and project team members.
• Demonstrated strong project management, organizational, and facilitation skills, with the ability to simultaneously lead multiple small- to large-scale projects.
• Proficiency in project management tools such as M365, MS Teams, MS Project, MS Word, MS Excel, MS SharePoint, MS Visio, and MS PowerPoint.
• Experience applying the concepts of the PMBOK (Project Management Body of Knowledge) and project management principles, methodology, processes, tools, and techniques.

Desired Qualifications:

• PMI Project Management Professional (PMP), Master Certificate in Project Management, PRINCE2, ITILv3, Lean, Agile, and/or Six Sigma certification.
• Project management experience in capital construction and/or a health care delivery setting.
• Knowledge of healthcare environments and the technology systems that support them.
• Experience managing technology scope and integrations for capital construction projects (e.g., low-voltage, audiovisual, building automation, security, and medical technology systems).
• Experience serving as a technical liaison between information services and facilities or capital management functions.
• Understanding of project management methodologies and best practices.
• Experience in budget tracking and financial reporting.
