IEM is looking for a
Full Time- Hazard Mitigation Planner III to join our team of Hazard Mitigation professionals.
Primary Location:- Live anywhere that meets personal office/at home work requirements in the United States including Puerto Rico.
- Work from a personal office/at home location.
Travel Requirements:- This position may require travel to complete work assignments or attend meetings
Essential Functions: - Serve as lead planner in the development and updating of Local, State, and Tribal Hazard Mitigation Plans, Resiliency and Climate Adaptation Plans, and Implementation Plans, and Other plans as required
- Lead staff members from various disciplines to perform a range of planning functions
- Oversee the collection, documentation, and analysis of data related to hazard mitigation planning, community development, economic development, infrastructure, and land use
- Perform technical writing, review, and analysis of quantitative and qualitative data and information
- Review plans, reports, and other documents for relevant content
- Coordinate, facilitate, and develop materials for public, stakeholder, and client meetings with state, local, tribal and federal officials, elected officials, residents, business leaders and technical experts
- Perform quality control/quality assurance (QA/QC) review of all applicable plans for FEMA review and approval
- Perform risk assessment analyses of hazard data and lead the development of planning documents
- Identify and describe cost-effective, technically feasible, and environmentally sound mitigation actions
- Assist with marketing and proposal development
Minimum Qualifications:
- Degree: Bachelor's degree in Emergency Management, Urban or Regional Planning, Community Planning, Sustainable Development, Public Health, Geography, or a related field.
- Experience: Five (5) years of experience developing some or all of the items listed in the essential functions section of this solicitation.
- Experience and Degree Substitution:An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered in lieu of a degree.
- Developed a minimum of five (5) FEMA-approved hazard mitigation plans.
- Ability to lead multiple plan development projects simultaneously.
- Expertise in current FEMA mitigation planning policies and guidance.
- Demonstrated competency in climate adaptation, resilience, and hazard mitigation planning.
- Experience with community outreach, stakeholder engagement, and public involvement processes.
- Understanding of fundamental project management principles and practices.
- Working knowledge of business operations and financial management processes.
- Demonstrated leadership, team coordination, and project management capabilities.
- Proficiency in identifying federal, state, and local funding sources available for hazard mitigation projects.
- Completion of the following FEMA Independent Study courses, or willingness to complete them within three (3) months of hire:
- IS-100.C: Introduction to the Incident Command System (ICS 100)
- IS-200.C: Basic Incident Command System for Initial Response
- IS-2700: National Mitigation Framework, An Introduction
- IS-318.A: Local Mitigation Planning Training
- IS-328: Plan Review for Local Mitigation Plans
- IS-329.A: State Mitigation Planning Training
- IS-350: Mitigation Planning for Tribal Communities
- IS-393.B: Introduction to Hazard Mitigation
Preferred Qualifications:- Master's degree in Emergency Management, Urban or Regional Planning, Community Planning, Sustainable Development, Public Health, Geography, or a related field.
- Professional certifications such as Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), American Institute of Certified Planners (AICP), Certified Floodplain Manager (CFM), Project Management Professional (PMP), Six Sigma, or similar credentials.
- Willingness to pursue relevant professional certifications.
- Experience using ArcGIS and other applicable geospatial and planning software platforms.
- Bilingual proficiency in English and Spanish.
- Knowledge of Emergency Operations Center (EOC) operations and Incident Command System (ICS) principles.
- Experience conducting technological hazard assessments and risk analyses.

Benefits and more:- Annual salary based on experience and location: $110,000 to $130,000
