Full Job Description
We are seeking a strategic and technically accomplished Group Manager to head our Flow Monitoring team. In this existing role, you will provide overall vision, operational leadership, and financial oversight for a portfolio of complex flow monitoring and Inflow/Infiltration (I/I) programs. You will lead, mentor, and resource a multidisciplinary team of approximately 15 staff members-including senior engineers, data analysts, and field technicians-while driving business growth and maintaining high-level client relationships. This position will oversee projects located within the GTHA area. Key Responsibilities: Group Leadership & Personnel Management • Manage, mentor, and foster the professional development of a 15-member team consisting of field crews, data specialists, and engineering professionals. • Coordinate staff scheduling, workload distribution, and resource leveling across multiple concurrent municipal projects to ensure optimal utilization. • Oversee the group's financial performance, including project budgeting, profitability tracking, and forecasting. Business Development & Client Engagement • Lead business development efforts, champion the technical writing of proposals, and secure new municipal or private utility contracts. • Act as the primary, high-level advisor for key clients, helping them translate complex data trends into long-term infrastructure investment strategies. Technical Oversight & Safety Systems • Establish standard operating procedures for the deployment, calibration, and maintenance of flow meters and rain gauges. • Oversee large-scale flow monitoring initiatives and data hosting platforms (e.g., FlowWorks) to ensure data-driven I/I reduction plans. • Champion rigid health and safety compliance across the entire team, enforcing standards for confined space entry, traffic control, and field activities. Ensure compliance with company, client, and applicable legislated safety requirements. Qualifications Minimal Requirements: • Bachelor's degree in civil, environmental engineering, or a closely related field • Professional Engineer (P.Eng.) designation within Canada • 8+years of progressive engineering and project management experience with large scale sanitary sewer projects • 3+ years directly managing teams of 10+ people Preferred Qualifications: • 12+ years of progressive engineering and project management experience • Proven track record directing large-scale sanitary sewer flow monitoring networks, dry/wet weather data analysis, and I/I analysis. • PMP certification preferred • Strong analytical skills for data quality control and reporting. • Familiarity with data management software (FlowWorks or similar) and GIS/hydraulic modeling software. Additional Information • Sponsorship for Canadian employment authorization is not available for this position. • This role may involve fieldwork, including site visits to outdoor flow monitoring locations while adhering to all safety regulations.
