POSITION PURPOSE:

Serves as TVA's liaison with designated congressional delegation members and staff, as well as members of congress and agencies responsible for assigned public policy areas. Advises government relations leadership and internal subject matter experts on emerging issues and trends impacting assigned public policy areas and political risk strategies. Advances strategic objectives with federal officials including the Presidential Administration, members of Congress and their staff, federal agencies, private associations and interest groups. Represents TVA in public policy discussions, industry and stakeholder forums. Helps develop and implement corporate level policy for effective federal government relations.

PRINCIPAL ACCOUNTABILITIES:
  1. Assist Government Relations leadership with developing and implementing strategic initiatives for accomplishing TVA's goals and objectives related to federal government relations.
  2. Supports TVA's national public policy brand and reputation through managing relationships with assigned regional congressional members and staff, as well as engaging with members of congress and federal agencies on committees of jurisdiction over assigned public policy portfolio areas.
  3. Establish and retain a strong network of positive relationships with federal government and industry officials to project the best image of TVA and ensure the achievement of TVA's strategic objectives.
  4. Gather intelligence and advise Government Relationships leadership and other TVA executives regarding emerging federal government issues or trends that might impact TVA policies, initiatives, or strategic objectives. Provide policy and procedure advice necessary to facilitate effective decision-making. Develop analyses of how TVA decisions could impact TVA's reputation among federal officials and agencies.
  5. Monitor federal legislation of interest to TVA and alert staff of proposed legislation that could impact the Valley states and/or TVA and its stakeholders. Help develop and implement effective strategies to address legislation of impact to TVA. Coordinate strategic legislative initiatives with internal partners. Attend congressional committee hearings and alert Government Relations leadership of key issues.
  6. Work with other federal agencies to improve TVA's reputation and ensure TVA complies with policy and reporting requirements.
  7. Arrange and host TVA briefings with the TVA congressional delegation and their staffs.
  8. Help facilitate strategic interactions between TVA executives and federal officials and agencies.
  9. Work with federal officials to address constituent concerns and inquiries related to TVA and its initiatives.
  10. Support TVA board nominations process, hearing testimony, and relationship development with congressional delegation members.
  11. Interact with the general public and stakeholders in order to provide information and respond to questions regarding TVA initiatives.
  12. Coordinate with relevant internal business units on congressional district projects and initiatives.
  13. Proactively seek opportunities to strengthen relationships with TVA leadership and federal stakeholders.

MINIMUM REQUIREMENTS:

Education - Bachelor's degree in government, political science or a related field of study; or equivalent education, training and experience.

Experience - Seven or more years of professional experience and a strong background or education in federal government relations, policies and programs. Federal l egislative or executive branch experience in Washington, DC is recommended.

Certification/License, etc - None

Knowledge/Skills/Abilities - Comprehensive knowledge of the legislative and procedural process in the legislative and executive branches of federal government and of TVA programs and policies. Excellent communication skills, both written and oral, and comfort with some public speaking. Strong interpersonal skills and collaborative mindset. Ability to build rapport, negotiate, and persuade, and cultivate relationships with diverse constituencies. Ability to respond well under pressure and the ability to analyze, assimilate, and process a great deal of information to support recommended paths forward in a short time frame. Ability to adapt quickly to emerging trends and opportunities. Candidate may be required to obtain and maintain a security clearance based on position/access requirements and essential job functions.
