Position Description: The GIS Technical Lead is responsible for leading the design, development, and support of GIS web and desktop solutions while serving as the primary technical interface with clients. The role drives requirements workshops, oversees AMS and ADS activities, and ensures high-quality delivery across development, testing, deployment, and production support.
This is an on-site role in Toronto (4 days per week) working closely with clients and project teams.
Your future duties and responsibilities: 1. ArcGIS Enterprise Administration (Core Responsibility)
• Administer and maintain ArcGIS Enterprise platform, including:
- Portal for ArcGIS - Highly Available environments
- ArcGIS Server (federated & standalone)
- ArcGIS Data Store
- Web Adaptors
• Manage installation, configuration, upgrades, and patching of ArcGIS Enterprise
• Monitor system health, performance, and availability, and troubleshoot complex issues
• Configure and manage:
- Security (SAML, AD/Azure AD integration, role-based access)
- High availability and disaster recovery setups
- Certificates, networking, and DMZ deployments
• Lead environment management across DEV / SIT / UAT / PROD
2. Technical Leadership & Delivery
• Lead client engagement, requirements workshops, and solution design discussions
• Own and manage AMS and ADS activities for GIS platforms and applications
• Provide technical leadership to development and support teams
• Oversee SIT/UAT cycles and production deployments, ensuring minimal risk
• Conduct code reviews and enforce quality standards
3. Architecture & Development
• Design and implement enterprise GIS architectures and geodatabases
• Develop and guide web and desktop GIS applications
• Support integrations with enterprise systems (e.g., Maximo, SAP, other non-Esri systems)
• Drive automation using scripting (Python, PowerShell)
4. Collaboration & Continuous Improvement
• Work with infrastructure, security, and development teams to resolve issues
• Recommend improvements to platform performance, scalability, and delivery quality
• Mentor team members on ArcGIS Enterprise and GIS best practices
Required qualifications to be successful in this role:• 10+ years of GIS experience, with strong hands-on ArcGIS Enterprise administration
Mandatory (Critical) Skills
• Proven expertise administering:
- ArcGIS Enterprise (11.x preferred)
- Portal, ArcGIS Server, Data Store, Web Adaptors
• Experience with:
- Installation, configuration, patching, and upgrades of ArcGIS Enterprise
- Performance monitoring and troubleshooting
- Security configuration (AD/Azure AD, SAML, RBAC)
- Managing multi-environment deployments (DEV/SIT/UAT/PROD)
Technical Skills
• Strong experience with:
- ArcGIS Pro / ArcGIS Desktop
- Enterprise geodatabases (SQL Server / Oracle / PostgreSQL)
- Web GIS and application development frameworks
• Scripting and automation experience (Python, PowerShell)
Leadership & Delivery
• Proven experience leading GIS technical teams
• Strong client-facing experience including requirements gathering and workshop facilitation
• Experience managing SIT/UAT and production releases
Education
• Bachelor's degree in GIS, Computer Science, Engineering, or related field
Preferred Qualifications
• Experience with cloud deployments (Azure/AWS) for ArcGIS Enterprise
• Familiarity with modern Esri stack (Experience Builder, ArcGIS Online integrations)
• Experience in public sector or utilities environments
CGI is providing a reasonable estimate of the pay range for this role. The determination of this range includes factors such as skill set level, geographic market, experience and training, and licenses and certifications. Compensation decisions depend on the facts and circumstances of each case. A reasonable estimate of the current range is $115000-$165,000. This role is a existing vacancy.
