Title: GIS Developer

Location: Washington, DC - Onsite 4 days per week (1 day remote). Must reside in the Washington, DC-MD-VA (DMV) area.

Job description:

Do you like developing innovative data-driven solutions and applications that have a positive social impact? New Light Technologies Inc. (NLT), a leading provider of integrated Data Science, Geospatial, Cloud, and Agile Software Engineering services based in Washington DC, is currently seeking a full-time GIS Developer to join a team of talented professionals designing and building new GIS applications and solutions that support missions critical to state and local government services, public safety, environment, and emergency preparedness. This particular role supports the DC-Net Operational Support System (OSS): the developer will maintain and enhance the Oracle database behind an internal, GIS-integrated web application, including a phased Oracle 11g-to-19c migration, working within an Agile/Scrum team. Applicants must be authorized to work in the United States (no sponsorship provided) and must reside in the DMV area to work onsite in downtown Washington, DC four days per week.

What you will do:

We are seeking a skilled GIS professional to design and develop cutting-edge GIS applications and web services within a stimulating multi-disciplinary team. This role involves utilizing ESRI developer tools, open-source technologies, ArcSDE geodatabases, and ArcGIS Server feature services to create mobile and web-based GIS solutions. Responsibilities include managing the full software development lifecycle for assigned projects. A significant component of this role involves designing and implementing exceptional User Experiences and User Interfaces (UX/UI) for highly responsive and interactive applications. The ideal candidate will possess strong leadership qualities, a passion for innovation, and proven problem-solving abilities within GIS software engineering. Experience in developing and designing new projects, along with coordinating effectively between multiple teams and stakeholders through proactive and enthusiastic communication, is essential.

Skills and Experience:
  • Bachelor's or master's degree from an accredited college or university in computer science, GIS, engineering, or related field; or six (6) years of equivalent experience in a related field.
  • At least six (6) years of experience working in GIS development and operations.
  • Expertise in Esri ArcGIS Desktop, ArcGIS Online, ArcGIS Server and associated APIs (JavaScript and Flex), and Esri AppStudio.
  • Experience with GIS, Geospatial, and mapping software, such as MapServer, GeoServer, MapBox, Leaflet, QGIS, and OpenStreetMap.
  • Strong experience leading design and development of full stack web applications, such as React, Node.js, ASP, .NET, and Python.
  • Strong experience leading front-end development including JavaScript, React, and HTML/CSS.
  • Experience of applying human-centered design principles to develop responsive and intuitive UI/UX.
  • Strong experience with database design, schemas, and RDBMS including PostgreSQL, SQL-Server, MySQL, SQLite, and ORACLE.
  • Experience managing and deploying software utilizing CI/CD and SDLC tools and techniques
  • Knowledge of OpenAPI and experience designing and developing robust scalable APIs
  • Strong code management skills with Git and GitHub.
  • Experience documenting application and database designs and developing installation and maintenance documentation and packages
  • Skills working with customers, stakeholders, and users to gather, refine, and review requirements
  • Ability to solve problems, work with different technologies, and identify the best solutions
  • Ability to organize and manage multiple priorities and strike a balance between development and knowing when to reach out for help
