Summary

Under direction of the Director of Road and Bridge plan, organize, coordinate, manage, review, and evaluate Midland County GIS platforms and associated programs.
Essential Duties and Responsibilities

  • Oversee implementation of Esri Account based Midland County GIS platform
  • Maintain Esri Account based Midland County GIS platform
  • Implement County and ETJ plats into the system
  • Implement Utilities into the system, both public and private
  • Support users of the system: Permitting, Road and Bridge, Capital Projects and Public Works
  • Provides consultation and assistance to department staff and elected officials
  • Oversee interface with project management and asset management software and applications. Manage the software account.
  • Assist in the evolution of the system to a fully integrated platform customizable by the County.
  • Keeps superiors informed of activities and unusual problems
  • Develop and implements systems to monitor the quality and outcome of services
  • Maintains positive professional relations with State and Local agencies
  • Assures that records systems are accurately maintained in GIS or other tools
  • Prepares written and oral reports, and monitors and oversees the preparation of complex reports and records
  • Will input, access and analyze data using a computer
  • Attends meetings and conferences - potentially out of Midland County
  • Regular and predictable attendance is an essential function of this position.
  • Performs other job-related duties as directed with recognition that department expansion may increase duties in the future.

Qualifications, Education, and/or experience

Certification GIS and Geospatial Sciences; or in Engineering, Environmental, Engineering Technology, Public Administration, or other related field; or 5 years of increasingly responsible job-related experience and on-the-job training. A working knowledge of supplementary software and applications.
Knowledge, Skills and/or ability

Effective verbal and written communication skills; computer skills; good math calculation skills; interpersonal skills including ability to interact and cooperate with co-workers; problem solving skills. Ability to read and interpret regulatory and engineering documents, as well as contractual documents.
