GIS Analyst to support the department's Geographic Information System (GIS) and Computer-Aided Dispatch (CAD) operations. This position plays a vital role in maintaining accurate geographic, mapping, and dispatch data used to support emergency response, 9-1-1 call-taking, operational planning, and departmental decision-making.
The GIS Analyst is responsible for maintaining and updating GIS mapping and CAD data, performing spatial analysis, developing maps and reports, troubleshooting GIS/CAD systems, and providing technical support to department personnel. This position works closely with the Information Technology Division, department personnel, vendors, and other stakeholders to ensure GIS and CAD systems remain accurate, reliable, and effective.

PPO HSA $5,000: The Department covers 100% of the employee premium and 90% of the family.
The department makes a quarterly contribution towards the HSA account.

The Department covers 90% of the employee premium and 70% for family.
Short- and Long-Term Disability- Currently through Guardian
The Department pays 100% of the premium.
Supplemental Insurance:The Department partners with Aflac for supplemental insurance. This is available for purchase by the employee. Additional Life insurance is available for purchase by the employee.
Key Responsibilities:- Maintain and update GIS mapping and cartography used by the Cy-Fair Fire Department's Computer-Aided Dispatch system to ensure accurate geographic information is available to department personnel.
- Perform GIS functions utilizing department computer systems, software, and programming tools to support and maintain GIS and CAD systems.
- Create and update base maps, specialty maps, spatial data, and other GIS products for internal and external use.
- Respond to GIS support requests and provide digital and web-based cartography, data management, and geographic analysis.
- Develop maps, reports, workflows, and other GIS products to support departmental projects and operational decision-making.
- Optimize CAD end-user configurations to support efficient dispatching and 9-1-1 call-taking operations.
- Maintain CAD workstation configurations and database files, including incident type codes, priority codes, emergency response areas/beats, response plans, and resource assignment tables.
- Research and verify missing street segments, new streets, addresses, and changes to response beats and zones.
- Troubleshoot GIS/CAD system issues, document anomalies, review error logs, coordinate with vendors, and track open cases or support tickets.
- Provide GIS/CAD Help Desk support and develop user documentation and reference guides.
- Create database queries, reports, and statistical analyses to support department management.
- Participate in CAD and operating system upgrades, technical training, Department Operations Center (DOC) activations, and other departmental activities as required.
- Assist IT Technicians with hardware and software maintenance on computers and mobile devices as requested.

Minimum Requirements: - Must be at least 18 years of age.
- High school diploma or GED equivalent.
- Associate's degree or equivalent from an accredited college or university with major coursework in Information Technology, GIS, or a related field.
- Two (2) or more years of experience in Information Technology, GIS, or a related field.
- Two (2) to five (5) years of GIS experience desired.
- Any equivalent combination of education, training, and experience may be considered.
Certifications:- Valid Texas driver's license with an acceptable driving record.
- Current American Heart Association CPR certification or ability to obtain within 30 days.
- Completion of NIMS ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, and ICS-800.
- A+, Cisco, or Microsoft certification preferred.
- GIS certification preferred.
Desired Skills & Abilities:- Experience with the Esri ArcGIS suite of products, including ArcMap, ArcGIS Pro, ArcEditor, ArcCatalog, ArcToolbox, and ArcSDE.
- Experience with GIS development technologies such as SDE, SQL Server, Python, ModelBuilder, or VB.NET.
- Strong analytical, critical-thinking, troubleshooting, and problem-solving skills.
- Excellent verbal and written communication skills with the ability to prepare clear reports, documentation, and technical materials.
- Strong organizational and time-management skills with the ability to manage multiple projects and meet deadlines.
- Ability to analyze data and develop effective solutions to complex GIS, CAD, and programming-related issues.
- Ability to work independently and collaboratively while maintaining positive professional relationships with department personnel, governmental jurisdictions, vendors, and other stakeholders.

Work Environment & Physical Requirements:- Duties are primarily performed in an office and computer-based work environment.
- Requires prolonged periods of sitting at a desk and working on a computer.
