Are you ready to turn data into insight and help shape smarter decisions through the power of GIS? We are seeking a talented and motivated GIS Analyst to join our team and apply geospatial technology, data analysis, and problem-solving skills to meaningful, real-world challenges.

The GIS Analyst serves as a primary point of collaboration between the Information Technology Department's GIS team and Town departments. Reporting to the Enterprise Applications Manager, this position is responsible for understanding departmental GIS data and workflow needs, and designing solutions including integrations, web applications, dashboards, and automated processes. The GIS Analyst works closely with departmental GIS specialists to support the data needs of the broader organization and helps translate business requirements into effective GIS solutions.

Typical Tasks
Departmental Solution Design & Consultation
  • Engage with Town departments to assess current GIS workflows, identify needs, and define requirements for GIS solutions.
  • Design and develop GIS solutions including web maps, applications, dashboards, and automated workflows tailored to departmental business processes.
  • Build and publish ArcGIS Experience Builder, ArcGIS Dashboards, and ArcGIS Story Maps applications to support departmental needs.
  • Consult with departmental GIS specialists on data collection, editing workflows, and feature service design.
  • Document business requirements, solution designs, and user guidance for deployed GIS applications.

Integration & Process Development
  • Design and develop integrations between ArcGIS services and departmental business systems, including permitting, work order, asset management, and customer service platforms.
  • Develop automated data processing workflows using Python, ArcPy, ArcGIS API for Python, and Arcade expressions.
  • Create and maintain feature services, hosted layers, and related GIS content in ArcGIS Enterprise Portal.
  • Develop Survey123 forms and Field Maps configurations to support departmental field data collection workflows.

Spatial Analysis & Data Products
  • Perform spatial analysis to support decision-making across Town departments, including planning, public works, utilities, and public safety.
  • Develop and maintain printed and interactive maps, data visualizations, and reporting products that communicate GIS data clearly to varied audiences.


  • Create and maintain spatial datasets and maintain cartographic standards for departmental map products.
  • Support ad hoc mapping and analysis requests from departments throughout the organization.

Data Standards & Coordination
  • Work with departmental GIS specialists to ensure data collection and editing practices align with organizational GIS data standards.
  • Assist the GIS Administrator in reviewing and validating data submissions prior to publication in the enterprise geodatabase.
  • Provide training and technical guidance to departmental GIS specialists on GIS tools, workflows, and organizational standards.
  • Contribute to the development and maintenance of GIS documentation, user guides, and standard operating procedures.
  • Performs related duties as assigned.


Knowledge, Skills and Abilities

  • Proficiency with Esri ArcGIS Pro for spatial analysis, cartography, and data management.
  • Experience building web GIS applications using ArcGIS Enterprise Portal, ArcGIS Experience Builder, Dashboards, and related products.
  • Working knowledge of ArcGIS Online and Portal for ArcGIS content management.
  • Ability to develop Python scripts using ArcPy and ArcGIS API for Python for data processing and automation.
  • Familiarity with Esri field data collection tools including Survey123andField Maps.
  • Strong analytical and problem-solving skills with the ability to translate business requirements into GIS solutions.
  • Effective interpersonal and communication skills; ability to work collaboratively with non-technical stakeholders.
  • Ability to manage multiple concurrent projects and prioritize work effectively.
  • Knowledge of GIS data formats, coordinate systems, and spatial data quality concepts.

Minimum and Preferred Qualifications

Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in Geographic Information Systems, Geography, Urban Planning, Computer Science, or a closely related field. Candidate must also have the following:
  • Three (3) or more years of professional experience working with ArcGIS software in an enterprise GIS environment.
  • Two (2) or more years of experience developing GIS web applications or automated workflows.
  • Two (2) or more years of experience consulting with or supporting end users on GIS tools and workflows.

Preferred Qualifications:
  • Esri Technical Certification (e.g., ArcGIS Desktop Entry/Associate, ArcGIS Web Application Developer).
  • Two (2) or more years of experience working in a government GIS environment across local, state, or federal agencies.
  • One (1) or more years of experience with Esri Survey123 Connect or ArcGIS Field Maps.
  • Two (2) or more years of experience with ArcGIS Notebooks or Jupyter Notebooks for geospatial data analysis.
  • One (1) or more years of experience with JavaScript, HTML/CSS, or the ArcGIS Maps SDK for JavaScript for custom application development.


Physical Requirements:
  • An employee must be able to talk and hear and must have the visual acuity necessary to view handwritten and typewritten materials and to view a computer screen. Some manual dexterity in the hands to operate a computer is required. Work is generally performed in a standard office environment and requires the ability to sit or stand for extended periods, operate computer equipment, and communicate effectively in person, by phone, and in writing. Occasional travel between Town facilities may be required. Some work outside standard business hours may be required to support system implementations, upgrades, or production cutovers.

  • Requires a valid driver's license with an acceptable driving record.
  • Must be eligible for and able to maintain CJIS access and certification.
  • Participation in emergency response activities is required.
  • This position is expected to work on-site at the Town of Cary offices.
