Job Description Summary The purpose of this job is to lead and drive innovation, design, planning, and implementation of Geographic Information Systems (GIS) and related applications. This position performs the most complex tasks involving GIS analysis, database design and management, system architecture, and application development. The role also includes project management responsibilities for planning and executing projects. Additionally, this position communicates complex technical concepts clearly and effectively to non-technical GIS users.
Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description - Performs complex data analysis using ArcGIS software, related extensions, relational databases, and other computer software.
- Designs, develops, and maintains GIS and relational databases in multiple formats to support organizational needs.
- Creates and implements custom GIS applications for both desktop and web environments.
- Collaborates with stakeholders to define requirements and deliver meaningful, data-driven reports, maps, and visualizations.
- Leads team efforts to identify and implement effective approaches for project completion.
- Assists with project management activities.
- Communicates complex technical concepts clearly and effectively, both verbally and in writing, to non-technical users.
- Provides coaching and technical training to staff.
- Creates and maintains technical records and standard operating procedures.
- Regular attendance is a necessary and essential function.
- Performs other duties as assigned
Supervisory Responsibilities No supervisory authority. Work requires providing guidance and training to others. This position may oversee work quality, training, instructions, and work assignments.

- May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor work unit or program/promotional level budget and expenditures.
Education and Experience - An equivalent combination of education, training and experience will be considered Education and Experience- Bachelor's Degree in Geography, Computer Science, GIS, or related filed.
- 5 to 7 years' experience with enterprise GIS systems.
Licenses or Certifications- Information Technology Infrastructure Library (ITIL) certification within one year of hire.
Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position Knowledge of:- ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, Python, JSON, XML, PowerShell, Structured Query Language (SQL) and Arcade.
- Experience Builder, Dashboards, Survey123 and Field Maps.
- Utility Network data model/framework.
- Imagery and LIDAR processing.
- Best practices and current trends in geospatial technologies, spatial databases, cartography and ADA compliance.
- Agile work methodologies.
Skill in:- Communicating verbally and in writing to meet the needs of the audience.
- Applying active listening and asking questions for understanding.
- Collecting, organizing, and analyzing complex and/or technical data.
Ability to:- Direct and perform high-level GIS functions using multiple GIS software products - including ArcGIS Enterprise, ArcGIS Online and ArcGIS Pro.
- Design data schemas, system integrations and ETL processes.
- Create and utilize networks, datasets, and programs for analysis, modelling and planning.
- Develop and maintain applications using technologies including ArcGIS Experience Builder, JavaScript, Python, Arcade and HTML.
- Compile, organize, interpret, and communicate data and results concisely.
- Apply logic and reasoning to evaluate the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Provide guidance and training to others.
- Provide high levels of effective customer service.
- Establish and maintain effective working relationships.
- Troubleshoot complex processes and systems.
- Identify and distinguish colors.
- Regularly use a computer, software, phone and related office equipment.
- Pass a Criminal Justice Information Services background check

Hours/Days Monday - Friday, 8:00am to 5:00pm
Starting Salary $73,424 - $90,334; Commensurate with training and experience.
