This position will be responsible for working closely with Oncor stakeholders and 3rd party service providers to ensure high quality and data integrity is maintained. We are looking for analytical individuals with the ability to be successful working both independently as well as on a team.
Key Roles & ResponsibilitiesDirectly or through others, the incumbent: - Serve as a subject matter expert by recommending and implementing improvements to GIS business processes, workflows, and procedures.
- Identify opportunities and implement improvements to increase data editing efficiency and streamline workflows.
- Create advanced map products, including complex map books using Data Driven Pages functionality.
- Communicate and collaborate with internal teams and third-party providers to document, track, and report Quality Assurance and Quality Control (QA/QC) findings and resolutions.
- Re-project Geographic Information System (GIS) datasets as needed for inclusion in the Oncor GIS datasets or for data requests.
- Document workflows and establish standard operating procedures to support consistent and efficient processes Support tax assessment activities, regulatory reporting, legal requests, and year-end reporting requirements using GIS tools and datasets.
- Monitor and manage assigned tasks, ensuring timely completion and accurate status reporting.
- Participate in testing and validation activities for Oncor Transmission Information System (OTIS) web applications, modules, and mobile applications to support system enhancements and OTIS-related projects.
- Able to use and understand the functionality of the Oncor Transmission Information System (OTIS) web / mobile application.
- Become knowledgeable of all standards created for the Oncor Transmission Information System (OTIS) web / mobile application.
- Gather, format, process, and/or facilitate the importation of data into the Oncor GIS datasets for varying data formats and sources.
- Generate and deliver scheduled reports.
- Perform additional duties and responsibilities as assigned in support of Oncor and OTIS goals and objectives.
Services:- Process and integrate field-collected media, including photos and videos, to support asset validation and documentation.
- Review, interpret, and incorporate engineering as-built drawings/files into GIS datasets to ensure accurate representation of transmission assets.
- Utilize ESRI Arc Pro editing tools to develop and maintain tract, easement, and transmission asset data.
- Maintain and update GIS data within an ArcSDE (Arc Spatial Database Engine) versioned database environment.
- Develop and manage point and linear asset features using advanced GIS editing methods.
- Participate in and support audits, ensuring data accuracy, completeness, and compliance with internal and external requirements.
- Serve as the OTIS subject expert during storm restoration efforts.
- Identify, investigate, and assist in resolving data discrepancies between OTIS and related systems.
Project: - Document new and existing GIS data processing workflows to establish and maintain standard operating procedures.
- Utilize Portal for ArcGIS and related ArcGIS Enterprise architecture to curate, maintain, and configure web maps, apps, dashboards, and related items that support active and ongoing OTIS projects.
- Supporting role to GIS Administrative duties to support over 4k users, groups, roles, and permissions for various personnel and departments that access the OTIS suite of web and mobile applications.
- Supporting and performing routine quality assurance and quality control (QA/QC) activities to ensure web and mobile application functionality is within compliance of established Oncor policies and procedures.
- Organization and curation of GIS content libraries and descriptions of ArcGIS Portal items.
- Strong communication skills desired for administering end user training sessions, curating related manuals, and other training documentation.
- Assist in technical support and troubleshooting end user issues.
- Load, edit and maintain, digitized transmission system data in an ArcSDE versioned database leveraging ArcGIS Pro.
- Support OTIS and other GIS-related data requests by ensuring data accuracy, completeness, and compliance with internal and external requirements.
- Perform data extraction from the GIS datasets on ad-hoc basis.

Education and Experience- High School Diploma, GED, or equivalent is required.
- Applicants with a Bachelor's degree in Geographic Information Systems (GIS), or Specialized GIS education or certification, or equivalent experience are encouraged to apply.
- Minimum two (2) years of experience in applying GIS methodologies using ESRI software applications.
- Applicants with knowledge of electric transmission infrastructure are encouraged to apply.

- Proficient with geoprocessing and advanced editing tools, as well as, accessing data through ESRI ArcSDE connections.
- Experience working with and converting multiple spatial and non-spatial data sources.
- Solid understanding of GIS principles, including spatial analysis, imagery interpretation, and effectively communicating GIS concepts to non-technical audiences.
