This announcement provides the opportunity for a reassignment/promotion to the Geographic Information Systems (GIS) Analyst position within the Research and Insights Solution Center (RISC), Analytics Development and Delivery (ADD) directorate in Arlington, Virginia. In this role, you will use geospatial data and mapping tools to build enterprise solutions that directly support federal oversight, audits, and investigations. The RISC Chief Data Office sits at the intersection of innovation and federal oversight. We empower auditors, special agents, and stakeholders by transforming massive, disparate datasets into actionable intelligence. From generating investigative products to uncovering critical operational insights, our team uses advanced technology to address the organization's toughest challenges.

The successful candidate will help gather and analyze data, render information from data, automate and increase the efficiency of GIS processing, and document and build enterprise solutions. In addition to conducting quantitative analysis, preparing executive presentations, and visualizing postal industry requirements, this role will directly support the GIS program in strategic planning, platform modernization, system administration, and testing new capabilities.

Compensation

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-9 to GS-13. The salary range for this position is $70,623.00 - $158,322.00. The salary figures include locality pay. Key Responsibilities

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire and may be performed at varying levels of complexity, independence, and responsibility depending on the grade level of the position. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

• Utilize ArcGIS Enterprise, Pro, and AGOL to analyze large volumes of postal operational records, conduct advanced spatial processing, and produce visual outputs for audit and investigative projects. Work independently and within teams to complete varied analytical and GIS-related projects and tasks.
• Research, test, and prototype new geospatial technologies, cloud-native tools, and spatial Lakehouse architecture (e.g., Azure Databricks integrations) to modernize agency GIS capabilities.
• Provide technical support for strategic GIS roadmap execution, platform readiness, and other directorates, collaborating with teams to ensure technical deliverables meet operational standards.
• Develop, update, and maintain comprehensive system documentation, including architecture diagrams, disaster recovery runbooks, Standard Operating Procedures (SOPs), data dictionaries, and training/user manuals.
• Present information and results to a variety of clients, host training sessions and provide formal presentations.
• Troubleshoot problems and provide customer support for software operating system and application issues.
• Work closely with IT and RISC staff to maintain and improve operations.
• Assist with daily platform administration, including software maintenance, major version upgrades, security patching, SSL/TLS certificate renewals, and user identity management (Entra ID/SAML) across QA and Production environments.
• Use scripting languages such as Python and SQL to write and maintain scripts to manipulate data and automate complex workflows, as well as join various databases for analytical processing.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

• Bachelor's degree from an accredited college or university in Geography, GIS, Computer Science, Management of Information Systems, Engineering, Data Analytics, or like degree with a significant quantitative, mathematical, or analytical component.

AND

• Must have 2 years of specialized experience with Geographic Information Systems (GIS).

DESIRABLE QUALIFICATIONS

• Professional experience with Databricks, Jira, and/or Power BI.
• Domain Knowledge (Postal): Knowledge and experience with Postal Service processes and related data systems for mail processing, delivery, logistics, or other business functions.
• Domain Knowledge (OIG): Knowledge and experience in law enforcement, auditing, and/or the mailing industry.

EVALUATION FACTORS

You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.

• Experience managing, mapping, and analyzing large, nation-wide data sets using ArcGIS Pro and experience configuring spatial web services and sharing analytical outputs using Enterprise Web GIS platforms (e.g. ArcGIS Online, ArcGIS Portal).
• Knowledge of or experience supporting strategic planning, evaluating emerging technologies, and testing new geospatial capabilities (such as cloud data Lakehouse integrations) to modernize platform operations.
• Experience in programmatic development and task automation using scripting languages such as Python (ArcPy/PySpark), SQL, or JavaScript.
• Quantitative and qualitative skills for troubleshooting complex system issues, identifying operational bottlenecks, developing technical recommendations, and supporting contract task execution and documentation (e.g., SOPs, DR runbooks, architecture diagrams).
• Ability to express and present ideas clearly and concisely, both orally and in writing.
