Full Job Description
Contractor shall bring best business practices of the private sector to assist with design, implementation, appropriate expansion and continuous improvement of tools and methodologies to oversee and monitor the DoN's real property inventory, to include buildings, structures, linear structures, land, utilities, privatized housing to include privatized unaccompanied personnel housing, BRAC, enhanced use leasing and other real property assets. The contractor shall recommend, and/or develop as necessary, performance metrics and standards, as well as measurement and evaluation techniques, to ensure the Government has accurate and relevant information with which to make decisions regarding management, oversight and monitoring of the inventory. Train government personnel in purpose and application of oversight and monitoring concepts, tools, processes and procedures. Recommend appropriate expansion and continuous improvements to the real property portfolio management, oversight and monitoring metrics, guidelines, policies, processes and procedures. Provide innovative advice and recommendations to government personnel. Provide recommendations on electronic enabled solutions on reporting data bench marking decisions and institutionalizing lessons learned. Identify needs for information collection and reporting systems for Real Property nventory monitoring, operations and management duties and develop database and web-enabled solutions for use across a wide geographic area (NAVFAC Echelon II, III and IV components and well as other DoN client locations). **Requirements:** Experience shall include a minimum of ten (10) years' experience translating geospatial business needs into enterprise program and solution architecture recommendations. Ability to define multiple solution options to business problems associated with enterprise geospatial system integration. The individual proposed for this position shall have extensive knowledge and experienceof asset management, geospatial standards, and enterprise geographic information systems (GIS). Experiencewith Government entities, DoD or other federal agencies use of geospatial technology is of particular importance. Minimum education: Bachelor's Degree in Geography or related geoscience field is required. Master's degree in Geography or related geoscience field is preferred. **Must have a Top Secret Clearance and be a U.S. Citizen**
