Position Overview: The Executive Office for Administration & Finance IT (A&F IT) is seeking a Development Lead to join the GeniSys Team within A&F IT's DOR IT Support Bureau. The Development Lead will provide technical leadership and supervisory oversight for the GeniSys development organization, managing day-to-day operations while ensuring the delivery of scalable, high-quality software that supports the Department of Revenue's (DOR's) tax administration mission.
This role requires a strong blend of hands-on technical expertise and people management skills. The ideal candidate will bring experience in tax or financial application development and demonstrate the ability to lead teams through complex software delivery lifecycles in a fast-paced, high-accountability environment.
Key Responsibilities:- Provide development guidance and solutioning on the application with a thorough understanding of both business and technical requirements.
- Establish and ensure that development standards, testing processes and best practices are executed for the delivery of scalable, high-quality software.
- Participate in the development of solutions as they relate to special projects within the GeniSys application.
- Take lead initiative in troubleshooting areas of concern within the application or issues that have been reported, providing detailed explanations, root cause analysis and impact reporting.
- Work with the Systems Architect and Production Support Managers to ensure a smooth Software Development Lifecycle (SDLC) for the GeniSys platform.
- Manage day-to-day operations for the GeniSys Development team and provide updates as needed to key Application Support Management.
- Participate in war room discussions, providing direction, clarification and solutioning during critical incidents or high-priority initiatives.
- Serve as the lead for Development Meetings and other executive-level meetings pertaining to development within the GeniSys application.
- Interact with third-party partners including, but not limited to, banking partners, Treasury Offset Program (TOP) and the Division of Family and Medical Leave (DFML).
- Coordinate development efforts that interface with external systems and ensure compliance with partner requirements and protocols.
Preferred Qualifications: • 10+ years of hands-on experience in Development
• Knowledge of basic accounting methods and principles
• Knowledge of tax and/or financial applications
• Knowledge of FAST Enterprises' GenTax Product
• Knowledge of database development techniques
• Knowledge of Languages such as VB.net, C#, etc. and Coding
• Knowledge of tax business processes
• Management experience
An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.
Qualifications: First consideration will be given to those applicants that apply within the first 14 days. Minimum Entrance Requirements:
Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience.
III. A Master's degree or higher in a related field may substitute for the required experience.
