Job DutiesJob responsibilities will include, but are not limited to:
The incumbent is responsible for: supervising, preparing, analyzing, and recording data that is required for State, Federal, and internal reporting related to the Medicaid Grant, CHIP Grant, FAMIS, Medicaid Expansion, and other State and Federal programs in accordance with applicable State and Federal regulations.
Supervise the daily operation of general accounting, general ledger maintenance, fixed and leased asset tracking, and reconciliation of State financial reporting.
Prepare complex financial reports for internal and external recipients.
Respond to questions from internal and external auditors, customers, and staff in a timely manner.
Serve as backup to the General Ledger Manager and act as the GL Manager in his/her absence to ensure the Unit has adequate coverage and all deadlines are met.
Create, update, and provide guidance on new and existing business processes in the GL Unit.
The business needs for this position have in office requirements to include but are not limited to attending in-person meetings and or training and attending external stakeholders' meetings.

Minimum QualificationsCompetitive candidates will meet these minimum qualifications:
Considerable work experience in accounting and financial management processes within a variety of accounting functions (general ledger, payables, receivables, fixed and leased assets, etc.).
Considerable work experience and knowledge applying Generally Accepted Accounting Principles (GAAP).
Considerable work experience preparing financial schedules, journal entries, and complex financial reconciliations.
Considerable experience with design, development, update, and implementation of business processes incorporating internal controls and cross-referencing principles to support programmatic policies and procedures.
Considerable experience using spreadsheet and word processing software applications such as Microsoft Word and Excel.
Considerable experience analyzing, interpreting, and applying federal and state laws and regulations in an accounting environment.
Considerable experience prioritizing work assignments to meet scheduled deadlines.
Considerable experience working and communicating with internal and external stakeholders.
Additional ConsiderationsCompetitive candidates should meet these additional considerations:
Considerable knowledge of Commonwealth Accounting Policies and Procedures (CAPP) or similar governmental accounting experience with an emphasis on general ledger accounting and reporting.
Considerable experience supervising and leading staff in an accounting environment.
Considerable work experience using Oracle Government Financial and/or Virginia's Cardinal financial system.
