TITLE: General Foreman of General Trades

CHARACTERISTICS OF THE CLASS: Under general direction, manages outside services contracts such as fleet maintenance, garbage removal, property management, or other types of services required by the Park District. Provides support to Facilities Supervisors and Specialty Trades. Oversees the work order system, implements contracting mechanisms for completing work orders, coordinates special events, oversees the fleet maintenance system and analyzes equipment needs. Performs related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Manages the performance of outside contractors for fleet maintenance, garbage removal, property management and other services as may be required.
  • Oversees the fleet inventory, identification system, obtains title and licenses as required.
  • Inspects machinery and equipment in order to ascertain potential usefulness.
  • Analyzes new fleet equipment purchases, prepares specifications for new vehicles and coordinates with Purchasing during bid process, analysis and award.
  • Coordinates receipt and distribution of new equipment.
  • Attends District Supervisor council meetings, provides support and assistance as required, acts as the liaison with Park District departments and regions to facilitate requirements for special events.
  • Oversees the work order system, reporting mechanism and provides assistance to all users, including regions in the use of the system.
  • Analyzes and implements a master contracts program, including preparing specifications, coordinating with Purchasing, preparing contracts and assisting users in the implementation of the program.

MINIMUM QUALIFICATIONS:

Training and Experience: Bachelor's Degree in Engineering, Architecture, Construction management or related field, plus five to ten years of construction management or facility maintenance experience or an equivalent combination of education and experience is required.

Experience in managing construction activities, trades, fleet maintenance, purchasing and related management duties, both internally and through outside contracts is Recommended.

License Requirement: Valid State of Illinois Driver's License

Knowledge, Skills and Abilities:
  • Knowledge of engineering, construction, facility maintenance.
  • Skill in budget management, scheduling and procurement processes.
  • Familiarity and experience with equipment used in construction, facility maintenance and other special areas.
  • Skill in management of personnel and outside contractors.
  • Effective communication skills.
  • Writing and personal computer skills.
