• NH-03 NCP: You will plan, manage, and coordinate various engineering development programs/projects that involve continuous systems modification, system requirement evaluation, and other pertinent factor/system performance analysis.
• You will advise other organizational staff members about state-of-the-art equipment for incorporation into existing systems and equipment.
• You will Trouble-shoots, analyzes and determines operating problems, and recommends appropriate changes to correct deficiencies.
• You will conduct feasibility studies to analyze, evaluate, and determine the practicability/adaptability of proposed solutions; determine and evaluate the efficiency of adopted improvements to ensure progress and fulfillment of requirements.
• You will plan, coordinates, and conduct various engineering development programs/projects that involve continuous systems modification, systems requirement evaluation, and systems performance analysis.
• You will define project goals, develop plans, schedules, cost estimates, resource requirements, and resulting budgets to achieve established program goals and objectives on schedule and within fiscal constraints.
• You will support Navy activities with reference to planning, designing, conducting, and reporting of operations required in preparation of system development and establishment of system development plan
• NH-04 CP: You will manage professional engineering and scientific work, incumbent has knowledge/skills in two or more professional engineering series for which no single discipline is paramount or discipline is not covered by an established series.
• You will provide authoritative technical, scientific, and/or professional advice to senior level leadership concerning unusual or critical problems that often affect the work of internal and external stakeholders.
• You will maintain technical expertise through continuing professional education and training, symposiums, and technical liaison with other organizations.
• You will establish and maintain internal and external channels of communication across government and industry.
• You will coordinate system of systems engineering, applying lessons learned to maximize programmatic alignment and efficiencies across the technical domain.
• You will participate in the establishment and execution of applicable certification processes.
• NH-04 NCP: You will be responsible for acquisition development, fielding, and sustainment of program: incorporate standardization, commonality, configuration management, risk management, design for life cycle support, T/E, and modeling/simulation.
• You will be responsible for directing, managing, chairing, advising and reporting on engineering studies, projects, and experiments.
• You will serve as a recognized expert consultant and authority to ensure reliability and accuracy in the identification, development and implementation of recommend solutions to highly complex problems.
• You will provide authoritative technical, scientific, or professional guidance or advice to senior level personnel concerning unusual or critical problems that often affect the work of senior engineers, support contractors, or other organizations.
• You will establish and maintain internal and external channels of communication across government and industry.
• You will be responsible for coordination of system of systems engineering, applying lessons learned to maximize programmatic alignment and efficiencies across the technical domain.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

NH-03:

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (GS-11 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist conducting design, development, test & evaluation, integration, or in-service engineering for system engineering projects. Examples of specialized experience may include: conducting systems engineering analysis and design; utilizing agile development, data analytics, and Model Base System Engineering (MBSE) tools to create, manage, and analyze digital models of complex systems, supporting design, simulation, and requirements traceability.

NH-04:

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next pay band NH-03 (GS-13 equivalent) grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist managing design, development, test & evaluation, integration, or in-service engineering for system engineering projects. Examples of specialized experience may include: application of system engineering principles to support the acquisition of complex systems by leading engineering efforts to resolve technical issues, conducting system or system of system-level technical reviews, and/or integrating engineering activities to ensure system performance, technical compliance, and mission readiness.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For the NH-04:

The NH-04 broadband is equivalent to the GS-14/15 grade levels. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $184,760 (Moorestown, NJ) and $191,850 (WNY, D.C. and Arlington, VA). If your current salary is above this amount, your salary may be matched.
