Position Overview

Serves as the agency GAAP Coordinator working under the Chief Fiscal Office in our Springfield, IL office location. Directs and coordinates financial reporting for the Department of Labor. Responsible for completion of converting financial information from cash to either modified accrual or accrual basis to prepare monthly, quarterly, and annual financial reports including Fee Imposition reporting, quarterly Accounts Receivable, and Tax Expenditures reporting. Prepares written entries to journalize amounts in accordance with the Comptroller's Statewide Accounting Management System (SAMS) procedure manual. Collaborates with IDOL leadership to provide independent oversight of financial reporting, risk management, and audit functions to strengthen accountability, transparency, and public trust and to identify and evaluate significant exposures and risks to IDOL, contributing to the improvement of internal control systems, and to promote risk-informed decision-making by leadership.

Essential Functions

  • Directs and coordinates financial reporting for the Department of Labor.
  • Reviews and is responsible for the financial reporting records, reports, and statements to ascertain completeness and accuracy prior to preparing GAAP packages or financial statements for the Department.
  • Coordinate with Department Fiscal staff to resolve discrepancies and reconcile financial transactions including fund balances, expenditures receipts with external records including Comptroller's Office and the Treasurer's Office.
  • Serves as liaison and provides answers to external auditors, internal auditors, or the Legislative Audit Commission regarding the information provided in the GAAP packages, testifies to provide authoritative expert information on financial documents submitted.
  • Monitors and ensures the completion of Comptroller SCO forms, reviews all adjusting and reclassification entries, and rolls up and verifies applicable funds applications, reviews fund packages and non-WEDGE SCO forms (ex:Summary of Liabilities SCO-549, Grant/Contract Analysis SCO-563, and interfund payable/receivable analysis SCO-565.
  • Keeps abreast of new developments in the financial reporting and accounting fields.
  • Reviews and coordinates with the Chief Financial Officer and Fiscal Manager on external audit reports and findings related to financial reporting and general accounting functions.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.


Minimum Qualifications

  • Requires applicant to be registered or licensed as a Certified Public Accountant (CPA).
  • Requires four years of professional accounting experience. Of the four years, requires two years of experience preparing complete financial statements in accordance with Generally Accepted Accounting Principles and/or conducting audits in accordance with Government Auditing Standards.


Preferred Qualifications

  • Prefer two (2) years extensive knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.
  • Prefer two (2) years previous experience and expertise in working with office methods, procedures, and standard office software packages (MS Outlook, Access, Excel Word etc).
  • Prefers two (2) years previous experience developing and revising difficult accounting and auditing procedures, methods and techniques.
  • Prefers two (2) years previous experience analyzing and reviewing audit report and to draw conclusions on which to base recommendations.
  • Prefer two (2) years previous experience evaluating difficult accounting problems and analyzing and interpreting extensive complex accounting records and reports.


Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR [redacted](b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing or involves sitting most of the time with some pushing and pulling of arm or leg controls.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees are required to file a Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
