The Opportunity The Pipe Integrity Lead in Portfolio Design & Optimization, is responsible for lifecycle management, risk prioritization, and optimization of the pipeline maintenance portfolio (Capital and Expense projects). This functional leader will work alongside geographically based planners, to bridge the gap between technical engineering risk assessments and field execution. By applying the Integrated Asset Investment Process (IAIP) they will build a defensible, multi-year asset investment blueprint that balances corporate risk tolerance, financial constraints, execution feasibility, and commercial pipeline capacity. What you'll do Portfolio Prioritization & Risk Optimization (IAIP) • Process Ownership: Work alongside Pipeline Integrity stakeholders to oversee the implementation of annual and in-year Integrated Asset Investment Planning (IAIP) process to objectively rank engineering-proposed mitigations against the corporate operational risk matrix. • Investment Optimization: Lead the trade-off analysis for competing Capital and Expense projects, ensuring limited capital is deployed to the highest-risk areas. • Multi-Year Plan: Maintain the multi-year plan for TC pipeline maintenance projects, ensuring all newly identified risks from Engineering are properly ingested, scored, and sequenced. Program Feasibility & Efficiency Optimization • Macro-Level Scoping: Evaluate the broader portfolio to identify synergies, bundling geographically close or technically similar projects to optimize execution efficiency and outage impacts. • Program Constraints: Work alongside stakeholders to manage program-level capacity (e.g., budget, internal resources, etc) to build an executable, balanced annual program. • Financial Alignment: Support budget development by integrating inputs from across the organization (scope, estimates, risk justification) to ensure that the multi-year plan balances risk, execution efficiency and financial capacity. Change Management & Break-in Work • Cross-Functional Liaison: Coordinate closely with Pipe Integrity, Projects and Operations Planning to align the technical program with commercial capacity requirements and market dynamics. • Break-In Work Evaluation: Lead the immediate program-level impact assessment when out-of-cycle, high-priority risks surface. • Portfolio Balancing: Support portfolio management efforts, identifying and recommending lower-priority projects for deferral or cancellation to offset the cost and outage impact of emergent work. • Governance Approvals: Present program optimization recommendations to stakeholders and senior leadership for financial approval. Minimum Qualifications • Bachelor's degree in engineering or equivalent pipeline experience. • For Canadian candidates, registered as a P.Eng in the prevailing jurisdiction in good standing (e.g., APEGA in Alberta). • Minimum 10 years of experience in pipeline integrity management, with a strong understanding of pipeline risk, integrity assessments and remediation. • Proven track record of leading multi-year, cross-functional projects and programs. • Experience in risk-based decision-making, process development and managing budgets. • Strong leadership with excellent communication and stakeholder management skills. • Strong problem-solving and critical thinking skills, with a demonstrated ability to identify and implement innovative solutions. • Experience in Threat Management or Commercial Operations would be an asset.
