Full Job Description
Position Overview: The Functional Area Analyst II is a mid-level analyst supporting the Joint Data Support (JDS) Division at OSW-CAPE. Working under the direction of senior Analyst III and IV staff, this position contributes to the collection, verification, maintenance, and delivery of U.S. military force structure, capability, and deployment data that underpin Department-wide strategic analysis and senior leader decision support. This is a hands-on data role requiring attention to detail, familiarity with U.S. military operations and platforms, and a working knowledge of DoW data environments. The position offers significant opportunities for growth toward the Analyst III level as the analyst develops deeper domain expertise and independent analytic capability.

Anticipated Start Date: Summer 2026

Position Responsibilities:
  • Support weekly extraction, transformation, loading, and verification of U.S. current and future force structure data across Air, Land, Sea, Space, Cyber, and SOF domains at UNCLASSIFIED and SECRET classification levels.
  • Assist in maintaining integrated databases of current and future-year U.S. military data, including force structure, deployment, COCOM demand, and platform capability and characteristics data.
  • Conduct routine data quality checks; identify discrepancies and escalate to senior analysts for stakeholder resolution.
  • Support quarterly updates to equipment age and performance databases for Army, Marine Corps, Navy, Air Force, and SOF platforms.
  • Assist senior analysts in coordinating with DoW data sources and stakeholders to request, acquire, and document force structure, logistics, and capability data.
  • Help prepare and submit quarterly data requests for access to DoW authoritative data sources; track status and follow up as directed.
  • Document data source metadata, including classification level, format, update frequency, and known quality constraints under senior analyst supervision.
  • Support at least 10 yearly studies and analyses by preparing data extracts, running transformation routines, and formatting data products to study team specifications.
  • Assist in creating, transforming, and tailoring datasets for use in models, simulations, and analytic methods including machine learning and statistical analysis.
  • Contribute to technical studies, rapid assessments, and ad hoc data requests; fulfill assigned requests within 48 hours of receipt.
  • Assist in preparing study support documentation covering data review, transformation, and metadata requirements.
  • Apply and follow established business rules for data input, transformation, and quality control; flag deviations to senior analysts for review.
  • Support development and maintenance of automated transformation routines for JDS data products under guidance from senior staff.
  • Post finalized data products to JDS collaboration platforms (NIPR/SIPR) within 48 hours of Government approval.
  • Assist in collecting and compiling customer feedback monthly to support continuous service improvement.
  • Monitor data delivery status and flag potential delays to senior analysts; support on-time delivery of all client requests.


Requirements

  • Bachelor's degree required. Relevant fields include operations research, political/military science, computer science, information systems, or a related discipline.
  • Minimum of 3 years of experience in at least one of the following:
    • U.S. military operations, platforms, readiness, or deployment across air/space, ground, SOF, or maritime domains
    • DoW data collection, management, or analysis in support of force structure planning or capability assessments
    • Defense acquisition, PPBE, or JCIDS process support in an analytical capacity
  • Demonstrated experience working with structured datasets, databases, or data management tools in a DoW or defense contractor environment.
  • Working knowledge of SQL for querying and managing relational databases.
  • Proficiency in at least one data analysis or visualization tool (e.g., Excel with advanced functions, Python, R, Tableau, or similar).
  • Familiarity with the Microsoft Office suite and SharePoint or equivalent collaboration platforms.
  • Ability to handle and safeguard data at SECRET classification levels.
