Functional and Process Improvement Lead

 

Artemis seeks a Functional and Process Improvement Lead to support the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Specialty Care Program Office (SCPO). SCPO provides national leadership, governance, and oversight for specialty care programs, Centers of Excellence, and clinical service lines across VHA, and leads enterprise initiatives that improve the quality, accessibility, and consistency of specialty care services for Veterans.

 

 

Primary Responsibilities

The Functional and Process Improvement Lead conducts functional assessments of current-state functions, roles, responsibilities, and workflows to identify process improvement opportunities and capability gaps across SCPO programs, projects, and initiatives. This includes facilitating process mapping and discovery sessions, evaluating administrative, business, and operational workflows, and developing recommendations to eliminate inefficiencies, reduce redundancy, and improve alignment between operational requirements and mission objectives. The Lead partners closely with SCPO program leads, clinical service line owners, and cross-functional stakeholders to translate improvement opportunities into actionable, sustainable solutions.

 

More specifically, the Functional and Process Improvement Lead develops and maintains process documentation, policies, standard operating procedures (SOPs), templates, and standard work that supports continuous quality improvement across SCPO's specialty care programs and enterprise initiatives. The Lead leverages Microsoft SharePoint and Power Platform tools (Power Automate, Power Apps, Power BI) to help design digital trackers, automated workflows, and performance dashboards that improve data quality, visibility, and decision making. The role also supports the development of centralized SharePoint workspaces and knowledge repositories, promotes adoption of standardized practices across teams, and prepares briefings, presentations, and program artifacts that communicate process improvement findings and recommendations to Government leadership.

Minimum Qualifications

- Bachelor's degree in Business, Public Administration, Public Health, Healthcare Administration, or related field

- 4+ years of experience supporting process improvement, business process reengineering, operations management, or program analysis, preferably in a federal agency or healthcare setting

- Experience conducting functional assessments, process/workflow mapping, current versus future state analyses, and developing improvement recommendations, templates, tools, and standard work in support of continuous quality improvement

- Proficiency in Microsoft Office Suite, SharePoint, and Power Platform applications

- Strong analytical, organizational, and communication skills, with the ability to work independently and across a wide variety of technical and non-technical teams

Desired Qualifications

- Experience supporting VA/VHA and/or other federal health agencies

- Experience analyzing and redesigning administrative, business, and operations management processes to increase efficiency and standardization, leveraging SharePoint, Power Automate, and Power BI to develop automated workflows, digital trackers, and performance dashboards

- Experience developing centralized SharePoint workspaces and knowledge repositories, standardizing practices and promoting best practices across teams

- Lean Six Sigma Green/Black Belt or other project or change management certification strongly preferred
