$109,765.00PURPOSE OF POSITION:The State Lead for the Statewide Literacy Initiative champions and leads the integrated approach to PaTTAN's vision for literacy. This role emphasizes the alignment and implementation of evidence-based literacy practices within a Multi-Tiered System of Support (MTSS), and serves as PaTTAN's statewide point of coordination with the Pennsylvania Department of Education (PDE) on the implementation of Pennsylvania's structured literacy legislation (Act 135 of 2024 and Act 47 of 2025), including evidence-based K-3 curriculum adoption, universal reading screening, and structured literacy professional development requirements. The State Lead sets statewide direction and priorities for PaTTAN's literacy work, convenes and coordinates the statewide Literacy TAC network, monitors statewide literacy outcome data to inform continuous improvement, and coordinates with other PaTTAN statewide initiative leads to ensure literacy efforts remain integrated across the organization. It is pivotal in delivering professional development that integrates academic and behavioral frameworks to enhance systemic, critical, and emergent support across educational settings.
KNOWLEDGE & SKILL REQUIREMENTS:Education required: Master's Degree in Education or related field. Doctorate preferred.
Experience required: Minimum of ten (10) years ofTeaching and/or Administrative experience
Other qualifications: - PA Instructional or Ed Specialist Certification
- Working knowledge of Pennsylvania's structured literacy legislation (Act 135 of 2024 and Act 47 of 2025) and PDE's approved curriculum, screener, and professional development lists
- K-12 Reading Specialist and K-12 Special Education certification desired, not required
- Extensive expertise in the Science of Reading, LETRS trainer.
- Broad knowledge of federal and state laws and regulations and public policy with regard to delivery of special education services (IDEA and Chapter 14)
- Strong oral presentation skills; effective written communication skills
- Work experience in the dynamic environment of state, IU, and school district organizations
- Ability to work with varied constituencies and multiple demands
- Valid PA driver's license
