Description of Basic Functions and Responsibilities
OVERVIEW
To organize, direct, coordinate, and supervise the District's data analytics and reporting functions, focusing on community college MIS, 320, and internal data reporting. This position will also oversee the implementation and use of data analytics tools and reporting services to meet user needs and requirements.
Employees in this classification receive minimal supervision within a broad framework of policies and procedures. Employees in this classification direct, coordinate, supervise, and formally evaluate the work of others. This job class exercises responsibility for the successful provision and supervision of data analytics and reporting services for the District, which requires specialized knowledge in the areas of data analytics, MIS, and 320 reporting. This job class functions at a full supervisory level of classification, is overtime exempt, and is not eligible for longevity benefits.

CLASSIFICATION:Range 35 on the Administrative Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00p.m., Monday through Friday.

Typical Duties, Knowledge and Ability

Examples of typical duties are descriptive and not restrictive in nature.
• Organizes, directs, coordinates, and supervises the daily operations and activities of the district's data analytics and reporting functions.
• Analyzes existing data and reporting processes and makes necessary modifications to improve efficiency and effectiveness.
• Develops, writes, and updates data analytics programs and applications. Identifies data-related issues and develops effective solutions.
• Research and analyzes federal, state, and local requirements, policies, and procedures to design and implement data analytics solutions for District needs.
• Identifies details of analysis studies; determines and locates sources for collecting data and information.
• Provides complex technical leadership to the Information Services department and the District.
• Develops and communicates future direction of data analytics and reporting in relation to system and data reporting requirements.
• Performs project leader responsibilities in relation to data collection; monitors and coordinates activities of the project; provides project reports, updates, and recommendations.
• Monitors and tracks data project milestones and deliverables.
• Confers with project personnel to identify and resolve issues.
• Coordinates training sessions for data analytics and reporting system users.
• Keeps abreast of technical developments and trends in data analytics and reporting; anticipates system and process change needs by staying informed of legislation and policy changes.
• Assesses workload implications and feasibility of new data analytics and reporting requirements; analyzes existing systems performance in relation to specified requirements to ensure proper integration of new programs.
• Plays a key role in the evaluation of change requests to ensure proper integration within existing data analytics and reporting systems.
• Reviews, redesigns, or modifies existing data analytics and reporting systems to improve effectiveness and efficiency.
• Communicates with District users and Information Technology staff to ensure data and reporting needs are being met.
• Serves as the main point of contact for MIS and 320 reporting for the Chancellor's Office.
• Serves as a resource person to the District with users, vendors, and other community college consortia members.
• Attends various meetings, conferences, and seminars related to data analytics and reporting, and serves on various District committees as a resource person.
• Supervises staff as needed.
• Performs other related duties similar to the above in scope and function as required.

Knowledge of:
• Principles, procedures, practices, and terminology related to data analytics, community college MIS, and 320 reporting.
• Techniques and practices of data analysis, database management, and reporting.
• Principles, techniques, and tools for effective and efficient troubleshooting and performance monitoring.
• Emergency and disaster preparedness and response for information and communication systems.
• Database management skills for related Business Systems, including Microsoft applications, SQL, and flat file systems.
• Principles of project management, managing budgets, developing schedules, determining project scope, setting objectives, and determining staffing needs.
• Customer and personal service principles, assessing needs, meeting quality standards, and evaluating service delivery.
• Administration and management methods and techniques, knowledge of principles involved in strategic planning, resource allocation, leadership, and coordination of people and resources.

Ability to:
• Organize, prioritize, and track tasks, requests, and projects effectively using appropriate charts, project management, and database tools.
• Analyze complex data analytics and reporting procedures and develop logical conclusions.
• Develop, write, test, debug, and modify data analytics programs.

• Supervise, direct, and formally evaluate the work of assigned staff.

• Establish and maintain effective work relationships with those contacted in the performance of required duties, including those from diverse academic, socio-economic, cultural, ethnic, and ability backgrounds.
• Work evenings and weekends as needed to accomplish essential functions.
Experience/Education

Education/Experience Required:
• Combination of training, education, and experience equivalent to a bachelor's degree, with major coursework in data analytics, computer information systems, database technologies, or related areas.
• Minimum of three (3) years professional and supervisory experience directly related to developing or supporting data analytics and reporting systems; progressively responsible experience in an information technology or administrative role.
