Job Description:

Purpose of Job: Improve the overall health of the communities we serve by designing, building, and maintaining solutions that advance the quality, efficiency, and accessibility of care as follows:

Essential Duties and Responsibilities:
  • Sets technical direction and standards for full stack development, ensuring solutions align with organizational needs.
  • Ensures AI-enabled implementations align with organizational goals, governance, and compliance requirements; coordinates with AI/ML engineering on integration priorities and standards.
  • Partners with department and organizational leaders to clarify priorities and scope, ensuring team designs align with stakeholder needs, technical standards, and organizational strategy.
  • Ensures team-wide adherence to development standards and effective peer review practices; drives continuous improvement of development processes, quality expectations, and documentation standards.
  • Enables team adoption of modern development tools, including AI-assisted technologies; sets standards for appropriate use, monitors impact on delivery and quality, and coordinates tooling decisions with IT and information security.
  • Owns the team's security and compliance posture, ensuring applications meet HIPAA and organizational data privacy requirements; drives adoption of improved secure development practices.
  • Oversees project delivery and SLA performance across the team; allocates resources and adjusts priorities to ensure organizational commitments are met.
  • Establishes and oversees incident response processes and reliability standards across the team; removes blockers and allocates resources during major incidents and ensures post-incident findings drive process improvement.
  • Ensures user acceptance testing and training processes are consistently applied across projects.
  • Ensures consistent, organization-wide communication practices for technical changes, including translating technical concepts for non-technical and executive stakeholders; serves as an escalation point for high-impact changes.
  • Fosters a collaborative, inclusive, and high-performing team culture.
  • Performs other duties assigned, including supporting the CHAS Health Mission and Core Values.


Qualifications:

Education/Experience: Five years of professional software development experience, with two years in technical leadership role required. Bachelor's degree in computer science, information systems, software engineering, or related field preferred.

Skills: Demonstrated ability to lead, mentor, and develop engineering talent. Strong project management and prioritization skills. Technical background sufficient to engage in architecture discussions and code reviews. Strong understanding of secure coding practices and application security principles, with the ability to evaluate and enforce HIPAA/PHI compliance across the team's development practices. Excellent communication skills with technical and non-technical stakeholders. Excellent interpersonal and organizational skills required. Commitment to supporting a safe and respectful environment is required. Valid driver's license and insurance required. Commitment to supporting a safe and respectful environment required.

Physical Demands:

Must talk, hear, and sit more than two-thirds of the day. Using hands occurs over two-thirds of the day, while reaching with arms occurs less than one-third of the day. Communicating is required over two-thirds of the day, while climbing, stooping, or crawling is minimal.
