Position Overview:The Full Stack Developer serves as a senior application developer responsible for designing, deploying, and maintaining enterprise cloud-based applications supporting Harris County Public Health operations. This position provides advanced technical expertise in application architecture, cloud services, and software deployment while serving as a technical lead for development initiatives.
Duties and Responsibilities:- Designs, develops, configure and deploy enterprise single-page web applications using C#, Angular, REST APIs, and Visual Studio within Azure environments.
- Monitor, administer, and maintain Microsoft Azure application services and cloud infrastructure.
- Implement cloud best practices for security, scalability, monitoring, and performance optimization.
- Lead project meetings with customers to gather business requirements and develop technical solutions.
- Provide technical guidance and mentorship to development team members.
- Support application lifecycle management, DevOps processes, and continuous integration/continuous deployment (CI/CD).
- Other duties as assigned include special tasks involved in responding to an emergency event.
RequirementsEducation:- Bachelor's degree in Computer Science, Information Systems, Information Technology, Software Engineering, or a closely related field.
Experience: - Six (6) years of progressively responsible experience developing and deploying enterprise applications, including experience with cloud platforms, application architecture, and Microsoft Azure services.
Knowledge, Skills and Abilities:- Knowledge of enterprise application architecture and Microsoft Azure cloud services.
- Proficiency in C#, ASP.NET, Angular, REST APIs, SQL databases, DevOps practices, CI/CD pipelines, and cloud security principles.
- Skill in developing, deploying, monitoring, and maintaining cloud-hosted applications and Azure services.
- Ability to lead complex development projects, provide technical guidance, communicate effectively with stakeholders, manage competing priorities, and ensure compliance with County technology, security, and regulatory standards.

Work Environment:- Work is primarily performed in a standard office environment requiring prolonged periods of sitting, standing, walking, and the use of a computer and other office equipment.
Physical Demands:- The position requires visual acuity to read computer monitors and technical documentation, as well as the ability to communicate effectively in person, by telephone, and through virtual meetings.
- Occasional lifting and carrying of equipment or materials weighing up to 25 pounds may be required.
- Occasional travel to County facilities, project sites, or meetings may be necessary.
