Kavaliro is seeking a Full Performance Resource Analyst to support a client in Chantilly, Virginia.

The Program / Resource Planning Analyst supports strategic planning, budgeting, and program analysis efforts by evaluating resource requirements, analyzing program performance, and providing data-driven recommendations to senior leadership. This role contributes to budget formulation and execution, program advocacy, and the development of analytic products that support informed decision-making across complex and sensitive programs. Responsibilities include collecting and analyzing resource data to validate current and future program requirements; supporting strategic planning efforts and performance measurement; analyzing moderately complex program, financial, and quantitative data to identify trends, risks, and execution issues; contributing to budget submissions and assessments of budget execution; supporting program advocacy through briefings, documentation, and responses to CDAs and QFRs; explaining analytic results to non-technical stakeholders; conducting research and analytic studies on sensitive or complex programs; assisting in the development of decision-support models, simulations, and prototypes; preparing charts, papers, memoranda, and talking points to communicate findings; collaborating with Agency components to ensure data integrity and validation; developing and maintaining databases and corporate repositories to support analysis; supporting the annual budget build including the Program Budget Submission and Congressional Budget Justification Book (CBJB); monitoring execution against resource constraints and supporting realignments as required; documenting programmatic and resource decisions; and providing periodic status updates to leadership.

Required Skills and Knowledge
  • Minimum 5+ years of progressively responsible experience in program/project management, quantitative analysis, financial analysis, or structured analytical roles comparable to a component plans analyst Bachelor's degree required; Business Administration or a closely related field with a concentration in financial management or financial analysis preferred
  • Active TS/SCI with Full Scope Polygraph
REQUIRED
  • Strong analytical skills to evaluate programmatic data, resolve inconsistencies, and develop innovative solutions
  • Excellent written communication skills to support CBJBs, reprogrammings, CDAs, and QFR responses
  • Effective oral communication skills for briefings and discussions on complex analytic topics
  • Subject matter familiarity with component mission issues and program objectives
  • Working knowledge of sponsor financial and acquisition systems used to support program analysis
  • Ability to obtain and maintain working knowledge of sponsor regulations, policies, and authorities
  • Strong interpersonal skills with the ability to collaborate across organizational levels and diverse stakeholders
  • Ability to adapt quickly to changing priorities and perform under short and shifting deadlines
  • Proven ability to work independently and as part of a team
  • Basic knowledge of Project Management principles and COTR concepts
  • Experience with business resource planning practices, data quality assurance, and analytic methodologies such as cost analysis, operations research, or management science (as assignment requires)
