This position consists of two seasonal assignments (8 Months in Water & Wastewater (Utility) and 4 Months in Roads (Winter Operations).
The successful applicant must have a strong desire to be cooperative and will be required to be a team player in order to be successful in this position. They must be highly organized, innovative, conscious of changing priorities and willing and able to adapt quickly to any situation. They will maintain safe workplaces, procedures and practices. This position is required to work shift work and overtime as required.
Accountabilities
• Supervise, direct and deploy staff and equipment.
• Schedule work and work force for utmost efficiency and cost effectiveness.
• Be familiar with the infrastructure assigned to the Foreperson.
• Supervise and inspect the repair, maintenance and new construction of infrastructure as required.
• Schedule and coordinate tasks to be carried out by City personnel that are assigned on a day-to-day basis. Coordinate activities with other City or contractual personnel as situations require. Ensure that the required permits are in place to allow for work to be done. Ensure public notification of works as per Division policy.
• Provide communication and cooperation with all personnel as situations require, including other City personnel, members of the public, and public utilities.
• Be familiar with and implement the Collective Agreement where it applies.
• Conduct inspections, investigations and prepare reports as required.
• Carry out preventative maintenance (PM) programs as required. Plan PM programs in consultation with other management.
• Provide written and verbal reports as required.
• Maintain computerized database, work order and complaints systems information.
• Investigate complaints and recommend and administer discipline as required.
• Place a high value on work site safety, conduct toolbox talks and be well versed in OH&S policies and procedures.
• Be willing to take on jobs to balance the team workload.
• Other duties as required.
UTILITY DUTIES
• Respond to emergency callouts at any time of the day or night, as per the procedure set by the City or Division.
• Inspect and maintain all property and works as required, including the impact of weather conditions on water and sewer infrastructure.
• Complete inspection of new infrastructure carried out prior to acceptance for maintenance by the Division.
• Arrange for location and tracing existing infrastructure as required.
• Assist in implementation and updating of the maintenance management systems (MMS) and geographical information systems (GIS), or other systems, as required.
• Complete paperwork or computer entry as required in relation to the operation of the department, and in the development, operation and upkeep of the MMS and GIS, or other systems. Plan, estimate and carry out improvements the infrastructure as required.
ROADS DUTIES
• Regularly inspect the conditions of streets and sidewalks to determine the necessity for repairs, ice control or snow clearing. Document results.
• Ensure that equipment and materials are readily available to provide services and/or maintenance and repairs.

Qualifications
• Applicants must possess a High School Diploma, supplemented by either a diploma in Civil Engineering Technology or a valid Journeyperson Certificate. Candidates with a CET diploma must also be eligible for registration as a Professional Technologist in the Province of Newfoundland and Labrador
• Possess a minimum of five years supervisory experience in a public works or related field.
• Knowledge of the operation and maintenance of water and sewer mechanical systems would be an asset.
• The successful applicant, as a condition of employment, will be required to obtain ACWWA Level II certification of both Water Distribution Systems Operator and Sewer Collection Systems Operator.
• Knowledge of heavy equipment operation and experience in snow and ice control are considered assets.
• Applicants must possess excellent oral and written communication skills; computer experience in word processing and spreadsheet development and maintenance; and the ability to deal with people in a tactful and diplomatic manner.
• Applicant must have a clear understanding and awareness of the Work Place Health, Safety and Compensation Commission (WHSCC) Legislation, Occupational Health and Safety Act and Regulations and Human Rights Legislation.
• Ability to prioritize work, multitask, and meet required demands and deadlines; an ability to trouble shoot and work in a fast-paced environment.
• Applicants must possess a valid class 5 Driver's Licence and be willing to obtain a class 3 Driver's Licence with air brake endorsement within a short period of time.
Applicants possessing an equivalent combination of training and experience may also be considered.
Working Conditions
This position requires outdoor work, which could involve adverse weather conditions. Travel throughout the City is required to visit work sites and developments while working near high traffic zones and often in adverse conditions. Additionally, within Water & Wastewater, working in trenches, working around live sewerage and pressurized watermains.
