Job Description:

The State University Construction Fund (Fund) is currently seeking a Fiscal Analyst to join our Capital Program Management and Finance team at our office in Albany, NY.

The Planning, Data and Finance unit within the Capital Program Management department provides essential fiscal services for the University's capital program, including policy advice for decision-making, ongoing financial planning, analysis, forecasting, modeling, and routine monitoring, data maintenance and reporting activities. These activities include all tasks necessary to develop and maintain multi-year campus capital project plans and cash need projections for the educational facilities of the University's 34 State-operated campuses and 3 teaching hospitals as well as all analytical requirements for capital program bond financing.

Specific Duties & Responsibilities:
  • Budget/Fiscal Analysis:
    • Take an active role with the annual development of SUNY's Capital Budget request for the educational facilities and hospital capital programs.
    • Collaborate with other departments and SUNY to develop, monitor and update an overall annual and multi-year capital program financing plan.
    • Review, analyze and summarize the Executive Budget proposal and final enacted state budget and legislation.
    • Monitor budget and funding activity against the campus capital plans, using both Statewide and Fund-based data and reporting systems.
  • Reporting and Briefing:
    • Develop and produce executive level reports for briefings or decision-making.
    • Integrate data from multiple sources to develop sound financial planning and monitoring tools.
    • Actively monitor industry trends to inform capital planning strategies and advocacy.
    • Provide analytic data support while developing in-depth knowledge of various software and data systems.
    • Develop and review reports to ensure compliance with bond financing requirements and other statutory requirements related to the use of capital appropriations.
  • Transaction Processing:
    • Review and update financial information via management systems such as the Fund's Project Information Management system (PIMS), and the State Financial System (SFS).
  • Collaboration and Teamwork:
    • Work together with other SUCF departments, SUNY Campuses, and other state agencies to finance projects and implement the capital plan.
  • Perform ad-hoc tasks in support of organizational and campus initiatives as directed.

Requirements:

A Bachelor's degree in a related field plus a minimum of 3 to 5 years prior experience in finance, budgeting, or program planning is required. Additional consideration will be given for prior work experience in a comparable position, or for additional related credentials, such as a Master's degree.

Additional requirements/preferences include:
  • Working knowledge of State Finance Law/State Comptroller's rules and regulations, State and Federal budget processes, program and financial management information systems.
  • Strong technology skills, including working with pivot tables within Microsoft Office.
  • Excellent written and verbal communication skills.
  • The ability to work independently with minimum supervision is preferred.
  • Occasional travel within NYS will be required.

This position does not require a NYS Civil Service examination.

Additional Information:

Salary range: $70,543 - $91,464 per year, commensurate with experience and qualifications.
