Description

BASIC FUNCTION:

Under administrative direction, plans, manages, coordinates, administers, conducts and supervises the activities of the Fire Prevention Division and Fire Suppression Division including public education, fire safety inspections, code enforcement and related programs as directed by the Fire Chief.
Examples of Duties

REPRESENTATIVE DUTIES:

  • Schedules, supervises and conducts inspections of existing structures, new construction and construction rehabilitation project sites for compliance with fire safety standards and City codes; confers with property owners concerning complaints; issues permits, warnings, or citations, as appropriate.

  • Schedules, supervises and conducts inspections of fire hydrants, fire sprinkler systems, hood and duct systems, fire alarm systems, and fire prevention and protection systems.

  • Reviews and approves fire clearance site plans, provides technical reviews of the City's California Environmental Quality Act (CEQA) documents as it pertains to fire safety and building construction fire safety plans for code compliance purposes.

  • Reviews and approves building occupancy permits in cooperation with the Building Official.

  • Coordinates with Building Official, Code Enforcement staff and City Attorney to effectively mitigate fire and life safety hazards within the city.

  • Coordinates and delivers the City's fire prevention programs to proactively reduce property losses and personal injuries or deaths through effective fire safety codes, fire inspections and investigation practices.

  • Responds to and assists with investigation of all major fires and suspicious or undetermined causes of fire and works with the fire arson teams.

  • Conducts fire safety inspections for business license applications.

  • Reviews design, location and installation of fire hydrants and water mains in cooperation with the City Engineer.

  • Inspects storage and handling of hazardous materials for compliance with federal, state and local standards and requirements.

  • Trains, reviews, and coordinates the work of Brawley Fire Department personnel and trainees involved in fire inspection duties.

  • Prepares and presents public education programs in fire prevention before community groups, schools and other organizations or institutions.

  • Establishes and maintains effective working relationships with City management, civic and community groups, fire agencies, professional associations, fire management and staff, contractors, vendors and consultants. Represents the City at professional associations and inter-agency meetings.

  • Assists in budget preparation for fire prevention and inspections programs and completes various administrative assignments as directed.

  • Generally supervised by the Fire Chief. Line supervision as directed by the Fire Chief.

  • Participates in firefighting activities as required and assigned by the Fire Chief. This may include on- call status when the Fire Chief is unavailable.

  • Included into the Incident Command System and fills Emergency Operations Center positions when required.

  • Assumes the duty of the Fire Chief in his/her absence or as directed by the City Manager

EDUCATION AND EXPERIENCE:

  • Educational attainment equivalent to a Bachelor's degree in Fire Science, Fire Administration, Public Administration, or a related field is desirable.
  • Seven years of related fire experience in fire suppression, fire investigation, fire administration and fire management, including two or more of these years of experience in a supervisory or management capacity.
  • Successful completion of the State of California Fire Officers Certification Program.
  • Fire Investigator I Certification and Plans Examiner Certification issued by the State of California Fire Marshal's Office.
