Fire Deputy Chief – Waterford Facility

The Fire Deputy Chief of the EB Waterford Facility is a salaried position working Monday through Friday during normal business hours as part of a command staff for the Electric Boat Fire Department. The Fire Deputy Chief will be responsible for being the “on-location” subject matter expert for the fire department. This position requires a team player who has excellent communications skills and can work with both internal and external departments.

The Deputy Fire Chief will be required to attend meetings, provide guidance, and be a liaison to support the facility during the construction phase through completion. He or she will assist EB Facilities and other departments with plans development and plans review for local, state and federal compliance. He or she should have a thorough knowledge of OSHA requirements, best practices and code compliance for fire alarm and fire protection systems, have KSA’s to perform life safety inspections. The Deputy Chief will also be required to evaluate and perform risk assessments for hot-work, issue permits (when required), provide knowledge and training to EB employees, establish fire and safety plans, conduct evacuation drills and exercises.

This position works under the direction and guidance of the Manager of Fire & Emergency Preparedness and the EB Fire Chief located in the Groton Shipyard. The Deputy Fire Chief will respond when on duty to both emergency and non-emergency incidents, make notifications to the proper authority having jurisdiction, render first aid, respond and perform limited mitigating actions involving fire, rescue, hazardous material incidents and medical emergencies. He or she may be required to establish incident command when needed, be a liaison as an integral participant of the unified command team representing Electric Boat.  

ESSENTIAL FUNCTIONS:

Essential functions will vary according to the work environment and may include, but are not limited to:

• Responsible for supporting the daily management of all operations necessary to achieve exemplary services for the protection of life and property through efficient and effective implementation of fire suppression, emergency medical response, and other emergency and non-emergency related services.
• Plan and direct activities to ensure on-going internal and/or external job-related training and professional development of personnel complying with all applicable to State, Federal, Occupational Safety and Health, US Navy and other Customer related requirements, as well as organizational policies, practices and standards.
• Responsible for maintaining appropriate certifications and/or license for his or her responsibilities.
• Provide for the overall safety of EB personnel through the establishment and maintenance of effective policy, procedures, training and operational practices that support safe and effective manner.
• Performs fire extinguisher and life safety inspections.
• Demonstrate a commitment to continuous improvement using performance measurements and benchmarking to improve operational effectiveness.
• Stay up to date on new trends and innovations in the field of fire protection systems.
• Provide highly responsible and complex administrative support for the Fire Chief, to include developing, recommending, implementing and administering operational, training and safety related policies procedures, surveillances, inspections, goals and objectives while summarizing your findings to Fire Chief.
• Prepare reports or other documents.
• Perform all additional duties as assigned.

KNOWLEDGE AND ABILITIES

Knowledge of:

• Principles and practices of industrial fire department administration and operations, as well as policies and procedures of all related functions.
• Principles and practices of modern fire suppression, training, safety and emergency medical activities.
• Principles and practices of performing life safety inspections.
• Proficient knowledge of computers and applicable computer software applications, including specific knowledge of Microsoft Word, Excel, PowerPoint, and Access.

Ability to:

• Develop, implement and administer goals, objectives, and procedures for providing effective and efficient fire safety and emergency medical services.
• Lead and motivate staff and assign resources as needed.
• Select, train, supervise and evaluate an effective staff capable of properly executing the goals and objectives of the EB Fire Department.
• Properly interpret and make decisions in accordance with laws, regulations and policies.
• Conduct themselves in a professional manner as defined by Electric Boat policy.
• Work independently in the absence of supervision and delegate authority and responsibility when appropriate.
• Maintain confidentiality.
• Perform research and present findings in an organized and professional manner.
• Provide verbal and written directives, information and advice to staff and officials.

SUPERVISORY RESPONSIBILITIES

This is a management level position involving the oversight and administration of the daily activities of the Waterford, Connecticut EB Facility. This may include working at a high-performance level individually and with subordinates who are assigned to this location.

MINIMUM QUALIFICATIONS:

• Associates Degree or higher
• 10+ years of FULLTIME Firefighter experience 
• 3+ years of FULLTIME Chief Fire Officer experience 
• A Valid State Motor Vehicle Driver’s License
• State of CT EMT (or) NREMT
• Pro-Board (or) IFSAC Firefighter I and II certifications
• Pro-Board (or) IFSAC Fire Instructor 1 and II certifications
• Pro-Board (or) IFSAC Fire Officer I and II certifications
• NIMS certifications 100, 300, 400, 700
• All requirements must be stated on resume at time of application submittal.

PREFERRED QUALIFICATIONS:

• Pro-Board (or) IFSAC Fire Inspector I & II certifications
• Certified by the State of Connecticut as Fire Marshal under the provisions of Section 29-45a of the Connecticut General Statues.
