Full Job Description
This position will serve as the department's general fund budget analyst located in the Financial Resources Division of the Administrative Support Bureau of the police department. Under the division's Financial Specialist III supervision, creates and reconciles budget spreadsheets to track the operational expenses budget for all divisions/bureaus in the police department's budget. Responsible for daily verifications of available funding required for all inter-departmental requisitions and monitoring of the department's operating expense activities through an in-house developed PC system. Serves as the budget section's liaison with other county agencies and inter-departmental command staff on related general fund budgetary matters. Keeps informed of inter-departmental funding trends, issues, and requirements.

Prepares and/or analyzes financial data and makes recommendations;
Plans, organizes and participates in the reconciliation of funds;
Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
Applies budget, procurement, and payment procedures in accordance with established county policies, accounting principles (GAAP and GASB), and local and state policies and procedures;
Prepares or assist development of the agency budget and monitors budget status.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, two years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete the following to the satisfaction of the employer:

PREFERRED QUALIFICATIONS:

  • Demonstrated experience in budget preparation and analysis through financial forecasting, rate studies and financial analysis.
  • Demonstrated ability to present complex matters in a succinct and efficient manner to executive level staff.
  • Possesses strong critical thinking/analysis skills and problem-solving ability.
  • At least two years of experience with administering financial/accounting processes and procedures in financial systems other than System Analysis Program (SAP).
