Duties

Help

Responsible for assisting in developing, coordinating and maintaining an integrated system of financial services including accounting and financial management reporting for the Bureau of Prisons (BOP).

Serves as the Finance Branch liaison with the Department of Justice (DOJ), Office of the Inspector General (OIG) Independent Auditors and as the contact for the DOJ, Treasury, General Accounting Office (GAO), and other external agencies regarding Bureau of Prisons' accounting, financial, and travel policies and directives.

Ensures the Bureau of Prisons' Financial Policies and external reports are prepared in accordance with Government Management Reform Act (GMRA) OMB guidelines, Federal Government accounting standards, GAO directives, OMB and Treasury requirements and generally accepted accounting principles.

Reviews and analyzes distributed resources to identify areas requiring top management's attention, and for the purpose of identifying under-utilized resources. These reviews are also conducted for the purpose of identifying resources which can be realigned to meet new or changing program goals.

Serves as technical specialist to top management by analyzing and reporting Finance related programs and operations, organization structures and policies to determine desirable changes in staff activities making for the greatest application management, manpower, money and material resources.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Education:

There is no substitution of education for specialized experience for this position.

Experience:

At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

Some examples of the qualifying experience are:

  • Experience in applying extensive knowledge of accounting principles,
    theories, techniques and methodologies to prepare financial statements in
    compliance with authoritative directives within a federal government
    setting.
  • Experience in analyzing information and providing recommendations in
    regards to the formulation, establishment or modification of agency/organization wide programs objectives, plans, and/or policies
    relating to financial management.
  • Experience in providing advisory services to management relating to the
    administration of a financial management program.
  • Experience in Financial Systems Management. Ability to perform analysis
    and interpret information from the Bureaus Financial Management Information System (FMIS) or similar federal financial management systems as it relates to, obligations and expenditures.
  • Experience in providing oversight/guidance for the development, implementation and maintenance of automated financial systems for an organization.

Additional information

The representative rate for this position is $158,306 per annum ($66.29 per hour)

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
