Summary

About the Position:

Sierra Army Depot is located in Herlong CA, a rural town in Northern California. Herlong is approximately 60 miles north of Reno, NV, and 35 miles south of Susanville, CA. The depot serves as an Army Expeditionary Logistical Support Center. Employees work Mon-Thurs, [redacted] hrs. Youth Facilities and childcare available. Mass transportation is available at minimal cost. Surrounding area boasts a full range of outdoor sports and recreation activities.

Duties

Help

  • Assign, direct and evaluate work of the subordinate organizational elements.
  • Serve as the Financial Manager and Director of Resources at an installation serving and/or interacting with 1,500 personnel.
  • Plan, organize, and direct all programs, the programs are not limited to accounting, budgeting, audit readiness/remediation, and manpower functions.
  • Interpret general policies, directives, and regulations pertaining to the financial programs and policies issued by higher echelons and in conformance therewith, issues policies and procedures.
  • Review and approve accounting, budgetary, and manpower data depot directorates for resources required to carry out programs. Adjusts the installation budget to conform within imposed limitations.

  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • A one year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
  • .This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified is designated position.
  • IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a conditions of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify for this position you must meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes:1) Reviewing work in capital funds for fiscal control programs to ensure cost effectiveness, 2) Leading personnel to complete financial actions, 3) Developing long-range plans for the financial department, and 4) Providing budgetary advice to command group or higher headquarters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
