Summary

About the Position: The Anniston Army Depot is located in Anniston, Alabama, in the foothills of the Appalachian Mountain chain halfway between Atlanta, Georgia, and Birmingham, Alabama, just off Interstate 20. The Depot is the largest employer in Calhoun County with approximately 4000 employees.

Duties

  • Serves as the Senior Responsible Official for compliance with Audit Readiness requirements.
  • Advises the Commander, Deputy to the Commander, and Directors of current and emerging requirements, status of all applicable auditable areas and ensures auditable financial statements are achieved within the Department of War (DoW) and Army goals.
  • Manages the financial resources and administrative control of funds to include appropriated fund control procedures.
  • Administers the Defense Travel System, the Army Travel Charge Card Program and payroll functions.
  • Responsible for the Joint Reconciliation Program and applicable Statement of Budgetary Resources requirements for audit readiness compliance.
  • Manages the allocation and reviews the utilization of manpower spaces.
  • Oversees hiring initiatives, develops Staffing Plans, and processes all hiring requests.
  • Develops and maintains the Table of Distribution and Allowances.
  • Develops, defends, and justifies the annual Budget Estimate Submission to higher headquarters.
  • Provides Directors with approved Internal Operating Budgets (IOB) and monitors organizational performance against the IOB.
  • Monitors program and budget execution within the approved operating budget through review of financial, cost, and performance reports.
  • Directs the full range of supervisory, personnel performance management, and workforce planning duties.
  • Determines organization goals, develops plans, formulates, defends and justifies personnel and financial resources.

  • Temporary Duty (TDY) or business travel requirement of 25% of the time is required.
  • This is a Financial Management Level 3 Certified position. Incumbent is required to complete all requirements of this certification program within 24 months of being placed on the position.
  • This position has a data analytics requirement. The incumbent must meet all requirements for data analytics level 2 certification within 24 months of being placed on the position.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes performing work in an SAP-based system such as the Logistics Modernization Program (LMP); participating in Audit Readiness/Remediation processes required of an Industrial Base Operations site; administering Working Capital Fund business processes; and experience coordinating the Budget Estimate Submission process, advising on accounting processes for a working capital fund entity, or coordinating Table of Distribution and Allowances processes for a working capital fund entity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
