Description

The work involves responsibility for planning, supervising, and coordinating the accounting and fiscal management functions of an appointing authority. The duties involve responsibility for the performance of moderately complex professional accounting and related fiscal administrative tasks. Supervision is exercised over subordinate employees engaged in accounting and financial administration activities. The work is performed under the general supervision of the assigned supervisor, with some latitude for the exercise of independent judgment. A Financial Manager does related work as assigned.
Examples of Duties

  • Supervises the administration of financial accounts related to the appointing authority;
  • Verifies and prepares monthly financial statements and reports for federal, state, and local agencies;
  • Oversees the third party billing to health insurance providers, Medicare, and Medicaid;
  • Devises procedures to ensure maximum third party reimbursement;
  • Oversees the reporting of expenses, revenues, vouchers/bills, and reimbursements;
  • Reviews grant expenditures and claims;
  • Approves and oversees the payroll functions related to the appointing authority;
  • Uses computerized systems for accounting, budgeting, and report preparation;
  • Supervises all accounting and bookkeeping operations and related staff;
  • Advises the appointing authority of financial matters and prepares and/or assists in the preparation of appropriate budgets and/or grants;
  • Represents the appointing authority in financial matters relating to contract agencies, and federal, state, and local agencies;
  • Oversees the tracking, management, and purchasing of equipment and office supply inventory;
  • Works with accounting firms contacts with the appointing authority;
  • Serves as the contact person for audits and financial compliance checks;
  • Works on special projects; and
  • Performs other related duties as assigned.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of modern accounting, fiscal management, and auditing procedures and techniques including budgeting and appropriations; good knowledge of methods used in keeping financial accounts and records; knowledge of modern office terminology, practices, and procedures; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with others; ability to plan, direct, supervise, and accept responsibility for the work of others; ability to prepare and present complex oral and written reports; ability to use a computer for accounting, budget preparation, and spreadsheets; physical condition commensurate with the demands of the position.
Typical Qualifications

Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment:Qualification Option #12Training/Education
  • Possession of a Bachelor's degree,(2) in accounting; OR
  • Possession of a Bachelor's degree(1,2) in business administration, economics, or a directly related field including at least 18 credit hours in accounting
  • Possession of an Associate's degree(2) in accounting; OR
  • Possession of an Associate's degree(2) in business administration, economics, or a directly related field including at least 18 credit hours in accounting(3).
General experience
  • Two (2) years of full-time, paid accountingexperience including budget preparation and financial reporting.
  • Four (4) years of full-time, paid accounting(4) experience including budget preparation and financial reporting.
Supervisory experience
  • One (1) year of the above experience must have been in a supervisory role for a group of subordinates.
License/Certification
  • None required.

Part-time service will be given prorated credit toward experience requirements.
Financial Manager - NY HELPS Program - Local - NC in all divisions
A higher degree in one of the stated fields of study is also acceptable.

Applicant must have achieved a minimum grade of 2.0.

Accounting is a higher level than a bookkeeping position, an account/audit clerical position, an accounts receivable position, or an accounts payable position.

Supplemental Information

NOTE: Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.

SPECIAL NOTE: This is a position in the non-competitive class. An appointee will attain permanent competitive status as a Financial Manager, without examination, upon the HELP Program ending and one year of service with satisfactory ratings.
