Why does the job exist?

This position is responsible for management and oversight of all financial activities for program/programs including but not limited to purchase orders, vouchers, operating transfers, P-cards etc., in support of CYFD Divisions.

How does it get done?

This position will establish and manage a tracking system for all financial transactions. This position will managing all fiscal activities to include but not limited to payments, internal purchase requests, requisitions, purchase orders, P-cards, prior years, accruals, deposits and operating transfers through the Statewide, Human Resources, Accounting, and Reporting (SHARE) system and internal projections. This position will actively run reports and use other tracking mechanisms to ensure all financial transactions are processed timely and all general ledger activity is cleaned up monthly.

This position is responsible for management of direct employees, duties include but are not limited to recruitment, hiring, training, evaluation, mediation, and discipline.

Who are the customers?

This position will provide financial support to Budget and Financial Managers, Division staff, and incumbent will be cross trained to assist with other programs when necessary. The position will work closely with the Budget and Finance staff, program managers, the Administrative Services Division (ASD) budget, procurement, accounts payable, receivable, and grants management staff. In addition to other state and federal agencies staff as necessary.

Ideal Candidate

Experience with training and engaging staff.

Proficient in Microsoft Excel, PowerPoint, and Adobe PDF.

Experience with Statewide Human Resources Accounting Reporting (SHARE) system to include financial queries and human capital management modules.

Minimum Qualification

Bachelor's Degree in Accounting, Finance, Auditing, or Business Administration and three (3) years directly related work experience in accounting, auditing, budgeting, preparing Comprehensive Annual Financial Reports, and conducting financial audits. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Ability to lift up to 25 lbs. Travel throughout the state and occasional out of state travel is required.
