Financial Manager

Work Location - Remote, (DHS treats remote network access as a privilege rather than a contractual guarantee, allowing work at assigned or other designated locations).
Security Clearance - U.S. Citizenship Required; Ability to complete DHS suitability, background investigation, and Entry-on-Duty requirements.
Experience - 5+ Years of Federal Contract / Program Financial Management Experience.
Length - 1-year intervals, up to 3 years.

Objective Summary
We are seeking an enterprise Financial Manager to manage complete contract financial visibility for the OHSS Core Report Services program. This critical position holds direct accountability for supporting corporate control over blended contract financing models, encompassing both Firm Fixed Price (FFP) and Labor Hour (LH) performance line items. The ideal candidate must possess an extensive professional chronology demonstrating roughly 5+ years of continuous federal financial management experience. This timeline should showcase strong leadership across labor forecasting, hours and burn-rate tracking, monthly invoicing support, and out-year ceiling projections within highly secured federal parameters.
This expert will maintain top-level financial awareness to support program leadership, ensuring precise budget-to-actual reconciliations, subcontractor cost controls, and full compliance with federal acquisition climates.

Mandatory Compliance Metrics
Candidates must satisfy these strict gates to ensure a successful Government onboarding determination:
  • Resume must explicitly reflect 5+ years of total federal contract or program financial management experience validating fiscal oversight of professional services teams.
  • Must be fully available to coordinate financial reporting inputs with program leadership and attend Government meetings scheduled between 8:30 a.m. and 5:00 p.m. Eastern, Monday through Friday.
  • Must accept a flexible management posture capable of delivering rapid-turnaround financial forecasts and monthly invoicing structures to maintain delivery continuity without creating billing anomalies.
Principal Responsibilities
  • Manage comprehensive contract financial visibility, directly supporting corporate tracking and control of FFP and Labor-Hour performance deliverables.
  • Formulate and maintain precise labor forecasting models to align monthly staffing configurations with contract ceiling limitations.
  • Execute meticulous, ongoing tracking of staff hours, labor categories, and billing burn-rates to prevent unauthorized contract cost variances.
  • Lead the preparation, review, and submission of monthly contract invoicing support, ensuring seamless alignment with federal customer mandates.
  • Construct detailed Estimate-to-Complete (ETC) and Estimate-at-Completion (EAC) forecasting matrices to guide strategic program health decisions.
  • Conduct exhaustive budget-to-actual reconciliations, instantly isolating billing discrepancies and executing rapid corrective interventions.
  • Manage option-period financial forecasting, contract ceiling monitoring, and funding utilization trends across the life of the task order.
  • Direct subcontractor cost tracking and multi-vendor financial reporting workflows to ensure unified transparency for program leadership.
Core Data & Architecture Capabilities
  • Expert level knowledge of federal contract financial management frameworks including labor-category rate tracking, hours reconciliations, and invoicing controls.
  • Familiarity with enterprise financial systems and ERP tools, utilizing Deltek Costpoint, Excel, or comparable software configurations to manage large-scale data sets.
  • Functional understanding of financial reporting models supporting data-intensive IT programs, automated dashboards, and software development cycles.
  • Experience administering and balancing varied billing structures across simultaneous FFP and Labor-Hour contract line items (CLINs).
Governance, Clearance & Government Infrastructure
  • Comprehensive mastery in protecting sensitive government financial information, unclassified data assets, and proprietary corporate metrics.
  • Direct experience operating inside federal contracting parameters, GSA MAS task orders, and FAR-based compliance environments.
  • Familiarity with agency security awareness protocols, information system access requirements, and standard project lifecycle cost controls.
Preferred Domain Expertise
  • Direct experience managing financial portfolios or project accounting for DHS, CBP, ICE, USCIS, Census, DOJ, or HHS contracts.
  • Deep functional understanding of federal professional-services contracts, task-order structures, and government billing cycles.
  • Possession of an active financial or project certification (such as a Certified Federal Contract Manager [CFCM] or equivalent financial tracking credential).
