This is a faced-paced Civilian Pay technician position within the 75th Comptroller Squadron providing prompt superior customer service to the 12.5K civilians who work on Hill Air Force Base. You serve as the technical expert and one of the primary installation points of contact for civilian payroll and timekeeping programs. You also manage the adjustment and closing of civilian pay accounts across multiple pay plans. When pay discrepancies arise you will review bi-weekly pay computations, conduct complex research, and ensure corrective measures are put into place. This will require building relationships between both local Civilian Personnel Offices and Staffing Agencies to determine the root cause of pay affecting discrepancies and ensure corrective measures are put into place. You act as a liaison between base civilians, their supervisors and Defense Finance and Accounting Service when conducting comprehensive audits of pay, leave, and debt collections. Additionally, you will interpret complex federal pay and leave regulations to guide customers on special pays, overtime, and timecard coding. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1559d. Incumbent shall comply with requirements of this certification program.

Recruitment Knowledge Skills and Abilities:

1. Knowledge of commonly used financial/accounting methods, practices, procedures, regulations, policies, processes and computer systems related to all aspects of financial management program execution.

2. Knowledge of missions, functions, goals, objectives, work processes, and sources pertinent to installation financial programs/organizations.

3. Knowledge of sources of factual information about and related to processes of financial management, such as that found in accounting reports, payroll records, work reports, or related data.

4. Knowledge of automated data processing concepts and systems capabilities to accomplish financial/accounting tasks.

5. Ability to apply advanced analytical methods and techniques to financial/accounting work.

6. Ability to gather, assemble, and analyze data to prepare comparative assessments, develop alternatives, and make recommendations to resolve/troubleshoot discrepancies and disconnects.

7. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on financial/accounting processes/actions and in responding to work related problems and questions dealing with team members, using activities, other Wings, and ALCs, Commanders, HQ AFMC and other DoD organizations.
