Summary

As a Financial Management Specialist with the U.S. Office of Personnel Management, Office of the Chief Financial Officer, Financial Services, you will perform cash and fund management activities, monitor receipts and disbursements, reconcile financial records, analyze financial data, support investment activities, prepare reports, and identify opportunities to improve financial operations.

Duties

Help

  • Manage cash flow activities, including estimating disbursement needs, monitoring receipts and deposits, supporting investment decisions, and ensuring funds are available for payments.
  • Control and monitor the receipt, deposit, disbursement, and investment of funds; reconcile financial activity and ensure transactions are accurately recorded.
  • Certify payment and disbursement requests and ensure financial transactions comply with applicable requirements and established financial controls.
  • Analyze financial reports, records, and data to identify discrepancies, trends, operational issues, and opportunities to improve financial processes.
  • Maintain and reconcile financial records and general ledger activity; monitor financial operations to ensure timely and accurate processing of transactions.
  • Prepare financial and program reports, forecasts, estimates, and supporting analyses for management and other stakeholders.
  • Coordinate with internal and external organizations to resolve financial issues involving collections, deposits, disbursements, investments, and other fund management activities.

Qualifications

For the GS12: You must have one year of specialized experience equivalent to the GS-11 level in the Federal service (or equivalent) that includes ALL of the following:

  • Monitoring cash or fund management activities involving the receipt, deposit, disbursement, or investment of funds;
  • Reconciling financial transactions, accounts, or records and identifying or resolving discrepancies; AND
  • Preparing financial reports, forecasts, estimates, or recommendations to support financial operations or management decisions.


Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS 12 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
