Overview

Job Summary

 

In this senior-level role, you will provide strategic financial management expertise and executive-level support to the United States Space Force (USSF), helping shape resource decisions, strengthen program execution, and advance the readiness and operational effectiveness of critical space missions.

 

Key Responsibilities

 

The Financial Management PPBE Support Specialist, SME will:

  • Provide senior-level financial management and PPBE expertise in support of System Delta 81 and the Operational Test and Training Infrastructure (OTTI) Integrated Program Office (IPO), ensuring resources are effectively planned, programmed, budgeted, and executed to support United States Space Force mission objectives
  • Serve as a trusted advisor to Government leadership by providing strategic financial guidance and recommendations that support informed decision-making and mission success
  • Monitor the execution of assigned programs using DoD financial management systems, including Commander’s Resource Integration System (CRIS), Standard Accounting and Finance Enterprise System (SAFES), and other approved financial management tools
  • Conduct comprehensive assessments of U.S. Air Force and U.S. Space Force financial posture and develop recommendations to optimize funding strategies, resource allocation, and program execution
  • Lead the analysis and integration of financial requirements throughout the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle, including support for Program Objective Memorandum (POM) development and President's Budget (PB) submissions
  • Develop, coordinate, and oversee financial requirements and resource planning activities for complex and mission-critical acquisition, test, and training programs
  • Provide strategic financial management expertise to test range programs, acquisition organizations, and Government stakeholders
  • Evaluate financial processes, identify risks and funding gaps, and recommend improvements that enhance operational efficiency and mission effectiveness
  • Develop executive-level briefings, reports, decision papers, and financial analyses to support senior Government leadership
  • Lead or mentor junior personnel, provide technical oversight, and ensure the delivery of high-quality financial management support across assigned projects
  • Collaborate with Government organizations, program offices, and industry partners to ensure financial strategies align with mission priorities and program objectives
  • Travel to Government, contractor, and other organizational locations as required to support program management activities
Requirements

Skills and Experience

 

The Financial Management PPBE Support Specialist, SME must have:

  • Active Top Secret security clearance with SCI eligibility
  • 15+ years of Department of Defense (DoD) experience supporting financial management, Planning, Programming, Budgeting, and Execution (PPBE), acquisition, or program management activities
  • Expert knowledge of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process and its relationship to strategic resource planning and decision-making
  • Extensive experience supporting Program Objective Memorandum (POM) development, President's Budget (PB) submissions, budget formulation, budget execution, financial reporting, and resource management
  • Experience using DoD financial management systems such as Commander’s Resource Integration System (CRIS), Standard Accounting and Finance Enterprise System (SAFES), or comparable financial management applications
  • Demonstrated experience independently assessing financial performance, analyzing complex budget data, identifying financial risks, and developing actionable recommendations for senior leadership
  • Experience developing and managing financial requirements for complex DoD acquisition, operational, test, or training programs
  • Proven ability to provide strategic financial guidance and technical expertise to senior Government officials, program managers, and cross-functional teams
  • Experience leading complex projects, mentoring junior personnel, and coordinating multidisciplinary teams in a mission-critical environment

The Financial Management PPBE Support Specialist, SME must meet the following:

Security Clearance

 

Must be a U.S. Citizen. A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

 

Physical Requirements

 

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner, and that may include lifting up to thirty pounds, as necessary.
