Full Job Description
Bering-Alaka`ina Holdings, LLC is looking for has a potential need for a Financial Management (Functional Team Lead) to provide support for our government customer in Frederick, MD at Fort Detrick Army Base.

DESCRIPTION OF RESPONSIBILITIES:
  • Provide financial management support within the realm of the DoD's PPBE process.
  • Apply pertinent laws, regulations, policies, procedures, and work processes to requirements involving the major issues and goals and objectives for product life cycle.
  • Support the development of the current and annual Strategic Portfolio Analysis Review (SPAR), Program Objective Memorandum (POM) builds, and spend plan for Department of Defense (DoD) appropriations. This includes but not limited to appropriations related to Research, Development, Test and Evaluation (RDT&E); Procurement; Operations and Maintenance.
  • Assist to ensure requirements are scientifically and programmatically aligned with strategic objectives.
  • Support Product Managers and Cost Analysts by applying standard cost estimating techniques aligned with DoD appropriations categories, including the use of the Life Cycle Cost Estimate (LCCE), Life Cycle Sustainment Plan (LCSP), and other methodologies relevant to SPAR and POM submissions.
  • Will be required to access classified information, classified spaces, and attend classified briefings at the SECRET level.
  • Other duties as assigned by Supervisor.


REQUIRED DEGREE/EDUCATION/CERTIFICATION:
  • Must hold minimum of Bachelor's degree.


REQUIRED SKILLS AND EXPERIENCE:
  • Minimum of six to eight (6-8) years' of relevant experience.
  • Must be proficient with Automated Cost Estimating Integrated Tools (ACEIT).
  • Must be advanced in the techniques and ability to customize toolbars, import and insert graphs, embed Excel data, and elaborate reports, customize templates and the PowerPoint environment.
  • Must understand the concepts of databases and be able to work with charts and to use the list management capabilities of Excel.
  • Must possess the capability to develop and inform financial schedules that support life cycle cost estimation and contribute to the preparation of acquisition-related documentation, including long-range program planning and financial deliverables.


REQUIRED CITIZENSHIP AND CLEARANCE:
  • Must hold or be able to obtain and maintain an Active U.S. Passport.
  • Must be a U.S. Citizen, born or naturalized; for the purposes of this work Visa and GreenCard holders do not qualify and will not be considered.
  • Must possess an Active Secret Clearance, or be able to pass a Tier 3 Background Investigation with Eligibility of Secret Clearance with Interim Status before start.
