Summary

You will serve as a GG-12 Financial Management Analyst in the Budget and Accounting branch of Resource Management Division of NAVY INFORMATION OPERATIONS CMD HAWAII.

  • You will provide technical expertise for account management.
  • You will respond to data calls and prepare budget exhibits as required.
  • You will mentor junior analysts and make recommendations for formal and on-the-job training to improve and expand range of skills and knowledge.
  • You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.

  • Must participate in the direct deposit pay program.
  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position is eligible for ad-hoc/situational telework at the discretion of management.
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.


Qualifications

Your resume must demonstrate at least one year of specialized experience. Specialized experience must demonstrate the following:

I have one year of specialized experience equivalent to the next lower grade level (GG/GS-11) or pay band in the federal service or equivalent experience in the private or public sector such as:

1. Analyze and recommend changes and improvements to department processes and financial data elements, work to implement best practices to capture reporting requirements and enable management to make informed decisions;

2. Work closely with budget analysts and account managers to reconcile monthly reports;

3. Prepare standardized periodic financial reports for leadership and management, to include status of obligations and outlays, triennial obligation reviews, performance reviews by directorates/operational units, and audits of budget versus execution;

AND 4. Participate in travel program operations to include reviewing travel authorizations/vouchers, assist directorates with budget related travel inquiries and provide guidance to travelers on basic travel entitlements.
