Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties

Help

  • You will review, formulate, execute, and maintain metrics on the annual budget for the DC I.
  • You will monitor the obligation and expenditure rates of funds within the approved operation budget to assure funds are properly allocated and spent in a timely and effective manner.
  • You will conduct mid-year reviews and recommend adjustments such as redistribution of resources.
  • You will utilize the Defense Travel System, Standing Accounting, Budgeting and Reporting Systems and established accounting practices to ensure complete and thorough analysis of all pertinent information.
  • You will schedule, run, and analyze various financial system reports, such as daily activity reports, error/reject reports, status reports and other reports as required.
  • You will independently interface with outside organizations/agencies for the purposes of obtain information for the reporting and oversight of DC I funding.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • This position requires a periodic polygraph examination.
  • This position may requires a 2-Year DCIPS trial period requirement.
  • This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Drafting, coordinating, and delivering complex briefing materials, executive summaries, and formal memoranda to senior leadership to facilitate strategic decision-making;
  2. Maintaining the Planning, Programming, Budgeting, and Execution (PPBE) cycle for programs valued in excess of $10M, ensuring defense/national security resources are aligned with organizational priorities;
  3. Formulating and defending annual budget requests, constructing cost-benefit analyses, and defending resource allocation requirements to oversight authorities to secure funding;
  4. Developing, aligning, and implementing multi-year strategic plans, roadmaps, and key performance indicators (KPIs) that translate high-level national strategy (e.g., National Defense Strategy, National Intelligence Strategy) into actionable operational objectives.
  5. Collaborating on projects, sharing information with interagency partners, and ensuring compliance with organizational directives and security protocols;
  6. Utilizing Microsoft Office 365 collaborative tools (including advanced Excel functions such as pivot tables and VLOOKUP, SharePoint site administration, and MS Teams) to manage program data, automate workflows, and streamline interagency coordination.

Education

You must meet the qualification requirement using experience alone; substitution of education for experience is not permitted at this grade level.
