Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST (TEAM LEAD) in the Nuclear Weapons Surety, Acquisition, and Operations Branch (SP207) of STRATEGIC SYSTEMS PROGRAMS.

Duties

Help

  • You will serve as the principal fiscal advisor to decision-makers (GS15/O6), interpreting and applying Fiscal/Appropriation law, DoD/Navy regulations, and organizational policies to ensure alignment with the NWS Acquisition strategy within SSP.
  • You will lead the formulation phase of the Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) process to establish a Future Years Defense Program (FYDP) NWS portfolio of approximately $2.4B.
  • You will develop, manage, and execute the NWS annual spend plan of approximately $700M, collaborating with Program Managers to ensure optimal fund utilization and adherence to schedule and budget targets.
  • You will identify financial risks and programmatic implications throughout the acquisition life cycle, recommending corrective actions, budget adjustments, and effective funding strategies based on financial best practices.
  • You will translate complex program requirements into properly priced budget submissions to support POM and President's Budget (PB) decisions.
  • You will monitor work progress and conducts quality reviews of products to ensure compliance with instructions, methods, and established deadlines.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing performance of Navy systems program budget execution; developing budget packages for acquisition programs; and/or providing financial planning guidance and/or training to stakeholders.
