Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST in the CHIEF FINANCIAL OFFICE of DPAE AIRCRAFT CARRIERS.

Duties

Help

  • You will develop and implement financial management plans, procedures, and programs to facilitate the effective, efficient, and timely application of financial resources to facilitate accomplishment of the organization's mission.

  • You will develop select internal guidance and processes in relation to the execution of financial resources and
    other internal operations.
  • You will recommend the adoption or implementation of, and implement new and revised financial management concepts, procedures, and strategies in support of the organization's programs.
  • You will review execution documents/reports using available financial management systems.
  • You will direct and/or perform program execution reviews, analyses, and appraisals of the various major operating and support programs within the organization and with external stakeholders.
  • You will conduct research for the development of top-level budget summaries during each budget cycle outlining
    major changes and tracking current and future capabilities.
  • You will coordinate the development and submission of the Program Objective Memorandum (POM).
  • You will review responses to Congressional inquiries and assists in the development of Congressional Staffer briefs.
  • You will provide analytical advice on financial transactions and program execution.
  • You will develop format and content to provide managers with a number of listings, reports, and data relative to status of funds and obligations.
  • You will develop briefs for senior managers on program execution and provides select recommendations to correct
    identified program variances or problem areas.
  • You will review and oversee the financial integrity, timeliness, and accuracy of information contained in accounting, budget execution, and financial management reports.
  • You will prepare and review responses to external audits.

  • This is a Financial Management Level FMC03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03(GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading or coordinating the analysis of financial data or reports to identify program funding or the financial condition, trends, or problems for an organization.

This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
